Show Page 16 THE OGDEN VALLEY NEWS Volume III, Issue III December 1, 2000 Scoping Document Ogden - Pineview Yacht Club Long-term Permit Issuance USDA Forest Service Wasatch-Cache National Forest Ogden Ranger District Weber County, Utah Comments Due December 21, 2000 PURPOSE AND NEED FOR CHANGE A long-term Special Use Permit from the Forest Service authorizes the OgdenPineview Yacht Club located on the west shoreline of Pineview Reservoir. This permit will expire at the end of this calendar year. To continue the authorization of these National Forest lands, an environmental analysis must be done to determine the social and environmental effects of this permit. The Yacht Club has requested that a new Special Use authorization be issued with no change in the type or amount of activities presently permitted. The new permit will be the authorization for occupying approximately 10.4 acres of National Forest lands for the purpose of operating and maintaining a club site including the clubhouse building, boat launch facilities, 110 boat slips, restroom, floating boat sewer pump out, gasoline storage and pumps, parking areas, access road, trailer pads with hookups, and related facilities. Any future changes to these permitted activities, such as remodeling the clubhouse, will be reviewed and decided based on what is authorized by the Special Use Permit. No significant changes to the amount or type of use will be allowed without further environmental analysis. DESIRED FUTURE CONDITION The Ogden Pineview Yacht Club has been at its present location since August l, 1957. It was relocated from the shoreline when the reservoir was expanded. The desired future condition of this permitted site is to continue the authorization for use of National Forest lands in a manner similar to what exists currently. Operation and maintenance of the privately owned facilities will still be the responsibility of the Yacht Club with the responsibility of the Forest Service to ensure compliance with the terms and conditions of the Special Use permit. Issue a Special Use Permit for a term of 20 years. This type of use may be authorized under the Organic Act of June 4, 1897 or the Act of March 4, 1915 for a maximum tenure of 20 years. 2. No change in the existing authorized use. DECISION TO BE MADE Responsible Official will be the Forest Supervisor, Wasatch-Cache National Forest. The decision to be made is whether or not to issue a new Special Use authorization to the Ogden Pineview Yacht Club and if so, for what term and for what level of development and use. LOCATION Ogden Pineview Yacht Club is located on the west shoreline of Pineview Reservoir in the NE ¼ of section 10, T6N, RIE. This area is locally known as the North Arm of Pineview Reservoir. A vicinity map of Pineview Reservoir and lands is included (Contact the Forest Service for a copy of the map). Access is by State Road 158. PRELIMINARY ALTERNATIVES Preliminary alternatives to the proposed actions that may be considered or analyzed include: removing some projects from the list of proposed actions modifying the action to better meet the desires of the recreating public, or adding new projects that better meet the goals. Additional alternatives, other than the proposed action, will be formulated from public comments.
