Although the gas station will suffer from decreased recreation traffic, the situation will be improved by an increase in traffic passing the station during those times when traffic across the dam is disrupted. This increased traffic may exceed 4000 vehicles per day. Because the hardware store and feed store do not depend upon recreation traffic, the effect on revenues will be minimal. The influx of construction dollars associated with the repair will not be a significant benefit to Ogden Valley. The effect of the inflow of construction dollars will likely be felt in full by the Weber County economy (not specifically the Ogden Valley economy). It is true that not all of the dollars that are estimated to be spent on construction will be paid to contractors who reside in Ogden Valley; however, those dollars which flow to contractors and laborers who do not reside in the Valley may also be expended in the Ogden Valley; they may be spent locally on meals, lodging, gasoline, etc. Those dollars are, in turn, spent again and again as they flow through the economy. The result is a multiplier effect in which the initial expenditure of funds measures only a small portion of its total effect. The loss of revenue from traffic citations issued to recreationists will also affect the Town of Huntsville’s revenue base. The number of traffic citations may provide a rough measure of the treat to public safety on a community’s roads. This is a direct cost to the city for providing public safety. If the number of citations issued is reduced then it can be concluded that the community road system is safer. Consequently, there would be a decline in property damage, bodily injury, and pain and suffering, a direct benefit to the city. No mention of the factors of safety or assigned risk was included in the EA. “All too often we make comments like, ‘if there is an earthquake there is a potential for a large loss of life,’ without really analyzing the associated risk for that statement to occur.” Dam failure modes are identified as part of Reclamation’s risk assessment. Risk assessment provides a framework in which the team can consider a number of possibly adverse outcomes to a given loading condition, compute the risk associated with each possible outcome, and then accumulate the risks to arrive at an estimate of overall risk of failure for each loading condition. 53 Years Ago WEBER COUNTY CHAMPIONS...Presenting Valley hoopsters of Huntsville, champiions of the Weber County tenth grade basketball league for 1947. Classifieds Eden Trail Project in Process There was a time when a person could walk or ride a horse on the well worn trails along the side of the roads. When the Junior High was still located in Huntsville, students rode their horses to school on the last day. Parents felt their children were safe. Today, these safe passages have become a crowded and dangerous place for pedestrians, bicyclists and equestrians— children and adults competing for space along the highway with cars, SUVs, heavy construction vehicles and equipment, etc. moving in both directions at high speeds. Ogden Valley Pathways is in the process of developing a Trails Master Plan for Ogden Valley. Its first trail project will be a segment which begins at River Road on the east side of the main highway heading south, continuing to Snowcrest Junior High where it crosses to the west side of the highway, past Maverik, Diamond Peak, the Pack residences and finally crossing over to the North Arm Trailhead. It is hoped that this will be the first of a Valley network of citizen created pathways which will provide both recreation and safe passage for Valley residents. As the pathway projects take shape, volunteer help from the community will be needed and greatly appreciated. A network of pathways throughout the Valley will only become a reality when residents become active in their building and design.
