Show Volume X THE Issue X OGDEN VALLEY NEWS Page 3 September 1, 2004 Letters to the Editor Liberty Residents Don’t Want to be Part of Eden City In response to a letter to the editor in the OGDEN VALLEY NEws on August 1, 2004 written by Richard Manley and his pack of wolves, the last paragraph states, and I quote, “All of you citizens (of Eden) should have the opportunity to decide your future. Don’t allow any groups to deny you and your neighbor the right to decide what is best for you and your community.” If you notice it says citizens of Eden. So may I ask, why are you, Mr. Manley, and your committee trying to decide what is right for the people of Liberty who are included in your boundaries. Who gave you the right to draw your boundaries through other people’s property, putting a portion of the acreage in Liberty, and some of it in Eden City Inc.? Your boundaries go through some people’s property, personal ‘property, and also include six homes on the north side of Highway 162 just west of the “Welcome to Liberty” sign. From the very first meeting concerning boundaries that was held at Snowcrest Jr. High, you were told that we do NOT want to be included within your proposed city boundaries. The response was, “It is just a rough draft and we will see that your property is taken off.” You said everyone had been contacted and you were under the assumption we wanted to be included within the boundaries of the proposed city. No one ever came to my door, or anyone else’s that you included from Liberty, to ask our opinion. Most of the residents in Eden weren’t asked their opinion either. When Eden residents really found out what the six of you on the committee were trying to accomplish, even Eden residents weren’t for it. There are little red and white signs everywhere that read “No City Eden Inc.,” from Liberty to Huntsville. Are you all blind? This should be a big wakeup call of Open Letter to Sponsors of the Proposed Eden Incorporation what we all think of your Eden City Incorporation. The six residents in Liberty you included even sent a petition to the County Commissioners asking for property to be removed from out of the proposed city boundaries. About three weeks went by. After no word, I called their office, just to hear another excuse that they had received it, but had sent it over to another department to be used in a planning meeting. So I called that office, and they said that they had never received anything of the sort. So another important petition was lost in the shuffle. It’s probably now in a landfill somewhere. The second meeting at Snowcrest Jr. High, you were again told that we who live in Liberty do not want to be included in your Eden boundary. So! May I ask you to study and read your own article again, “Don’t allow any group to deny you and your neighbors the right to decide what is best for you and your future.” Well, news flash! We know what we want, and what is best for us and our future, and it doesn’t include being part of an incorporated Eden! So don’t you and your committee toy with our future. Why are you trying to do something so many people don’t want? Disrupting our community is not my idea of a good thing. Mr. Manley, if you want to be in Eden, move across the street. Then you won’t have to try and put Liberty residents in your very unprofitable incorporated city. You also might ask yourselves why some of the members on your committee have even resigned. I think it’s time for some fence mending .. . the livestock are about to stampede! Steve Clarke, Paul DeLong, Jim Haley, Dick Manley, and Jim Ormsby, as sponsors of the proposal to change the Eden area into an incorporated city, you often have been on record in Weber County Commission meetings, the Standard-Examiner, and The OGDEN VALLEY NEWS as stating that you have only wanted to “take a look at whether it makes sense to turn Eden into a city,” and that “if it turns out not to be feasible, that’s the end of it” (Standard-Examiner, March 17, 2004). On other occasions you have stated, “We’re not pushing this down anyone’s throat. If the study indicates it’s not feasible . . . the issue would die” (The OGDEN VALLEY NEws, July 15, 2004). The independent Eden Incorporation Feasibility Study has been completed and submitted to the Weber County Commissioners as mandated by state law. The data in the feasibility report show that incorporation is not feasible without significant increases in taxes. The report documents that the annual shortfall between revenue and expense for an incorporated Eden would be between $218,000 and $330,000 EVERY YEAR. (The range in the increases is due to the fact that there are several different boundaries being proposed for the incorporation, and each boundary would incur different levels of debt.) These levels of economic shortfall would translate into marked annual property tax increases. For example, for a house with $100,000 of taxable value, the annual taxes would INCREASE $375 for boundary option 1, and $213 for boundary option 2. In the feasibility report, it clearly states that these increases in taxes would not increase the levels of any services currently received by the citizens. To quote the feasibility study, “The ration of revenues to expenditures is very low. If Eden is to incorporate, either taxes must be increased or services reduced. Incorporation does not appear feasible without a property tax increase. It is important to understand that Eden’s proposed budget is a bare-bones budget that simply meets the requirements of the Utah Code.” Data and conclusions reached by the feasibility consultant mandate that the processes leading toward incorporation STOP NOW. Please honor your well-documented commitments to all the citizens of Ogden Valley and immediately STOP the process of trying to incorporate Eden.
