It is administered by the American Red Cross. This program is customdesigned for ers who are 63 or older, or are disabled. To qualify for the Moratorium, the account holder or spouse must first apply for utility assistance through HEAT and REACH. They must have a shutoff notice, qualify as low income, experience a medical emergency, become unemployed or experience a 30 percent drop in income. The local HEAT office provides applications, administers the program and determines who is eligible. This program does not eliminate or reduce customers' responsibility to pay for their gas service.
