According to Council President, Alan Bird, "The Utah National Parks Council was formed in February 1936 when several smaller councils were invited to merge as one. Those councils who merged to create what is now the Utah National Parks Council include the follow-ing-UtCounty Council, Council, Bryce Canyon Council. Zion National Park Council and Topaz District Council." Even in those early days before there was the Boy Scout Handbook, a formulated organization, or even a permanent address, the fundamental principles upon which Scouting is based impressed educators, clergymen, social workers, civic leaders and virtually all Americans. Individuals from various successes accepted the responsibility of interpreting the principles of Scouting to the boyhood of America. As Scouting introduces its new national theme. Strong Values, Strong Leaders-Char-a- cter Counts, it salutes the many Americans who volunteer and support the value and the values of the Scouting programs. Scouting is indebted to its volunteers both then and now, who have contributed to the fun, challenging and education activities of Scouting. For more than 89 years, Scouting has done a "good turn daily" in every community in America. It has prepared young people for their lifetime, and it helps instill values into young people based on those expressed in the Scout Oath and Law. Having served every generation of American youth since 1910, Scouting stands prepared for the 21st century. Hundreds of thousands of volunteer adult leaders remain as dedicated to the mission of the Boy Scouts of America as Scout-ing- s founders were in 1910.
