It’s true, we know we're seasonal when we are hired, but no seasonal employees I know or work with expect something for nothing. We would, however, like park managers to acknowledge that issues concerning seasonals do exist and that perhaps steps can be taken to address these issues. Some of those steps are inexpensive baby steps such as ensuring that all employees have access to all job-related information. And at the very least, adequate training should be provided to insure that seasonal workers are always able to perform their jobs effectively. Other measures are likely to be more expensive--opportunities should be provided for seasonal employees to BUY into affordable health insurance plans and, based on job performance, some sort of assurance of job security should be provided. Someone must deal with the Office of Personnel Management's inane, Catch-22 style regulations that restrict the length of an employee’s work year. Job performance evaluations must be created that actually mean something and contribute toward career enhancement for decidedly deserving employees. It should be insured that all OPM regulations are INTERPRETTED UNIFORMLY THROUGHOUT THE GOVERNMENT; regional interpretations and versions of the regulations need to be abolished. Let’s pretend for a moment that we've been able to convince NPS managers, big shots in the Interior Department, and a few members of Congress that issues pertaining to seasonals exist and need to be addressed. These managers and appointees and representatives have uncomfortably admitted that something must be done, but are now shrugging their shoulders and murmuring, "I don’t see a way to pay for all of this." One way might exist; the Congress needs to re-visit the Fee Demonstration Program (see related story on page 18). The Fee Demo program was created by Congress and allows for certain parks to keep a percentage of fees collected in those parks. But no permanent positions may be created using the Fee Demo money. Congress can re-examine how Fee Demo money should be spent to better enhance the visitor experience by ensuring that the federal employees most likely to contact park visitors are adequately trained, housed, and appreciated by managers. When management invests money, career leadership, and trust in its workforce, the returns on the investment are tangible—especially where visitors are concerned. I am convinced that the American taxpayer would be eager to provide some basic oppotunities to seasonal federal employees, if provided all the facts.
