The education of our youth is one of the major investments in the future of our country and our well being. Schools in Utah rank well with other states in terms of performance. Our students do better than average in most measurements of what they learn through high school. All of these accomplishments, in spite of the fact that we have the largest number of students per teacher in the nation. However, all is not rosy. Between 1974 and 1980, enrollment in remedial Math classes at the University of Utah increased by President Gardner of the U of U. has served notice that the University will toughen its admittance policy in order to shift the burden of high school education back to the high schools. Teacher morale is important to the quality of education. Good teacher morale is dependent on several factors, not the least of which is salary. The average contract salary for a classroom teacher in Utah is $18,106, in Duchesne County it is $16,550, and in Wasatch County it is $18,274. The Utah average salary is bout $100 per day. Between September 1977 and September 1982, teacher who started in 1977 has had a raise of 83 from $9,118 to $16,662. The consumer price index during that time increased 59.4. The increases shown here include 4.2 per year experience increase which is no longer given after about 9 years of teaching experience. Other raises are given for completion of a Master's Degree or other advanced academic training. These are average figures taken from a November 15, 1982 Utah Foundation Research Brief. This year, as things now look, March 4, there will be little raise for teachers and the funding per student will not be increased. The only increase will come in funding for the 12,442 new students which ire expected to begin classes this fall. As I think about the news I have heard in recent days, I think teachers and education, as whole, are being treated as well as is possible this to other year. In comparison industries in Utah: Kennecott just laid off more people; the steel workers recently voted to take a $1.25 per hour off their wages; oil workers in the Uintah Basin have told me of taking a 10 cut in wages or in time worked; unemployment in our area ia high; unemployed oil workers are at the 21 level, end farmers who can't make their farm mortgage and loan payments are in the news frequently. The legislature could increase taxes and fond the things the Utah Education Association has asked for, such as increased wages, but I don't think that increased taxes are the answer. I believe that educators, including elected school boards, should consider getting public education back to the business of educating our children. Hard questions, such as the following, should be asked: 1.
