The ballot initiative seeks to reduce the council from seven to five members and to make all council seats eliminating 642 council districts. Supporters gathered signatures, but 64 were thrown out because they were duplicates or because the signer was not a registered voter. The remaining signatures are more than to qualify the ballot initiative, but state election law requires that a certain percentage of voters from a majority of the districts must have signed the order for the initiative Times Independent to go before voters.
