Thre is a shrugging of responsibility as individuals feel their contribution has little influence on the ultimate outcome of a situation. If a democracy is to succeed however, every citizen needs to take advantage of the freedom given, to him by his government. Specifically, I am referring to the freedom to vote. Too often I hear: My vote wont make any difference. HOW MANY people across the nation have made that statement? In the GOs and 70s there was a popular concept of the silent majority. Can you imagine the influence the silent majority could have on our democracy if it felt the need to vote. In Communist countries the voter turnout is over 90. Its hardly remarkable that when people ure told they will vote - they vote. Yet, in the United States where voters have a choice and do influence policy, only 56.5af eligible voters cast ballots in the 1976 presidential election. It is predicted that an even lower percentage will vote in 1980. I feel that by not voting citizens are . expressing a willingness to have the government run by special interest groups. These are the people who care enough about certain issues to exercise their opinions at voting time. So, if we want policy to reflect the opinions of the majority of Americans - the majority must exercise their rig)it to vote. ELECTED officials will have to week meant to YOU? wessR&sP. . The disposal operations will improve range safety without having a significant environ- mental impact. DPG proposes to remove these munitions from its ranges by (I) conducting thorough aerial and ground searches for munitions, (2) using procedures approved by the Depart- ment of Defense Explosives Safety Board to disarm and move the munitions to a secure storage area, or (3) detonating in place any munitions that are tod uastable to be moved. Areas where the habitat is extensively disrupted by detonation of munitions in place will take several years to recover. Few, if any, munitions will be detonated in place.
