Following are additional examples of ' Mr. Carriger’s attempts to discredit and intimidate, which I am also willing to overlook - with Mr. - Carriger’s apology, of course. . In a tape recorded public meeting, April 16, 1996, Mr. Carriger alleged “inaccuracies and innuendoes” in the April 12 editorial related to architectural bids for the jail/courts complex. Please Note: Bids are public record. As per public record the building authority chose a firm quoting $95. per hour for the principal architect over a firm quoting $55. per hour for hourly fees in addition to those covered in the contract. As per public record the same firm originally proposed a fixed fee of . 6.5%, and later lowered that bid so that it came in just under the 4.8% bid by the competing firm. Either by his statements or in answer to direct questions, he confirmed the existence of the contract at least eight times in the course of his 14-minute presentation. One call to the Department of Corrections the following morning confirmed that the claim was not correct: all such contracts are subject to yearly appropriation and/or termination - just as they have always been. 1n a public information meeting in Minersville on April 23, Mr. Carriger continued the assertion of a 5-year contract. What was the source of peeea claim? It was not retracted until the April 26 public information meeting in Milford when Sheriff Yardley clarified that Utah law does not permit a Legislature to bind a future Legislature. Mr. Carriger was present at that meeting, but did not comment. Mayor Wiseman was the only representative of the Milford City Council in attendance to hear the correction. _ Unfortunately, the misinformation, which was very convincing, was not repealed with the same degree of effort used to promote it, and a good many people still accept it as fact. If Mr. Carriger was, himself, misled and unaware that the claim being used to promote a “yes” vote was not correct, is he not - as a “public official” - obligated to set the record straight? Instead, he has chosen to retain an attomey to attack the newspaper. Is it his intent to employ a posture of intimidation, thus gaining immunity from accountability for his future actions as a “public official” representing Beaver County? © After such shabby treatment, why should I benevolently turn the other cheek instead of pursuing an all-out First Amendment suit, a suit which most likely would ultimately involve not only Mr. Carriger, but Beaver County and various elected officials as individuals? Quite simply, win or loose, nobody wins. It would be far more beneficial to address the business at hand: separating fact from fiction in order to prepare a proposal for a county jail to be placed on the November ballot. If Mr. Carriger is unable or unwilling to do that, perhaps the $50,000. + it costs Beaver County taxpayers to maintain his office would be better spent in other areas...........
