Take the road fund agitation as an example. On the one hand we have the urgent need for retrenchment, and the balancing of the budget. Much as we need roads in this state, how can a business man demand tax cuts in one breath, and insist on millions and millions more money being spent on Toads, in the next breath? It sounds like many people are speaking out of turn when they condemn the president for spending so much money, and then turn on the steam for the expenditure of millions more. Then from Utahs point of view the expenditure of federal money for highways is the very life blood of the Utah cannot meet the demands of road construction without adequate federal aid. In the first place the federal government owns a large share of Utah's land, so covered is our area with national forests and vast regions of unpopulated country. Then too road money brings other revenue to the state which must come to compensate us for lack of fertility in these vast stretches of arid and semi-ari- d regions. Tourists from all parts of the world come here, and Utahs tourist business is one of our chief resources. Utah is making a tremendous contribution to the nation in its educational institutions, estimated as high as $80,000,000 yearly which this state contributes in brains of the educated and trained men migrating to other states, especially to the East. This must be compensated for somewhere along the line. No better avenue exists than in our state highways which brings millions of dollars of new money into the state. Furthermore, road money is well spent. A large proportion of it goes to labor directly, and more of it to labor for materials and supplies and equipment supplied by labor. In this respect the L. D. S. church has led the nation and plans for in the last year or two, at least in its aims social security. The Church security plan is primarily in its concerned with rehabilitating the family of the program has it adopted end own home. To this structures and other building churches and seminaries, for church use, thus establishing in the hearts of its members a desire fur permancy, and a pride in their church ownership of respectable church homes and buildings. From this point it is not a far step to establish wholesome respect for and pride in public buildings, and the inculcation of a community and civic consciousness which is woefully lacking in many communities. W. P. A. and P. W. A. projects, aside from the labor they have furnished, ought to be so conducted as to build up this state of mind. Cheap housing legislation, and the stability which comes from owning your own home is a fundamental part of any worth while social security program. A home owning and home loving people are permanent, and in fact are the greatest asset of any nation. All legislation up to the present has merely touched the fringe of this matter of security for the masses of the people. Millions are as destitute as ever before,, and as dependent upon relief and others forms of charity. It is time we began a real program of security from the ground up.
