Maw a budget message to the Bpecial session of the Utah legislature outlines his plan for a centralized control of purchases, not only by those agencies receiving revenue from the general fund but also by all state departments. We believe the test of the entire reorganization program rests in the Governors ability to eliminate guess work, political pressure groups, and lobby tactics from our state financial system. Three wasteful practices of the past have hud control of state finances, Governor Maw points out in his budget message : First, guess work has prevailed No one knows, uud no one in making up the budget. ever attempted to find out, through careful investigation, how much the various state agencies actually need to operate efficiently uud at the same time The system Utah has followed is economically. merely one of attempting to keep each departments expenditures within the limit of the legislative appropriation, and everyone knows hew lobbying and every other conceivable pressure was put upon the legislators to get what this or that group wanted for its pet scheme in each department. The second waseful practice arose from 1 lie biennium estimates themselves, for no one could possibly tell two years in advance what the needs of any particular department might lc, as for example our educational program, with all the changing policies due to national defense requirements which liavo arisen during the past year. The governor believes the same conditions exist regarding most other financial estimates, and urges central control of all departments. This creates within the government as many purchasing departments as there are state agencies, each buying whut it needs regardless of whether such purchases may not have been avoided by obtaining unused machinery, equipment, or supplies already fouud in other departments. This condition also applies to travel, the governor points out, W'herein several state employes, each in a different car and each receiving mileage from the state will travel from different departments in the capitol building to the same point often on the same day to perform separate duties which require only a few minutes each, whereas with centralized control one person could often represent all the departments in one trip. Repairs, maintenance, telephones, and even salaries are much in the same category, so that what is needed, according to the governors message, is greater executive control of the budget. It is a matter for pride locally that George 8. Rallif has liecn selected from Provo by the governor to become the chairman of this new department of business regulation, as lie calls it. It is the chief unit in the reorganization program. This method of control of the budget conforms quite closely to that in operation in Minnesota under that dynamic young governor, Harold 10. Stassen, who last year saved his state $13,000,000 in expenditures ns compared to the yenr before lie came into office.
