Compared with present rates, the "Step Down Plan," cuts collision rates immediately for 1952 and 1953 models, and even more substantially for 1951 and older cars. Comprehensive rates are reduced on the four year and older cars only, increased on others. Most collision rates are slightly higher for new and one-yemodels only.
