Hopefully, choosing those with leftist tendencies, they can convert them to dedicated communists. Then the Soviets provide them with guidance, intelligence information and monetary assistance which enables them to consolidste their position in the government. Meanwhile other communist doinated power groups, such as labor unions or student groups, create unrest and discontent, seeking to bring down the government and create a political vacuum where the communists and their cronies can take control. This is the psttern that the Soviets and their Portuguese communist friends have undoubtedly followed. The Portuguese communists planned well, obtaining allies in the military as soon as this was possible after the retirement of dictator Antonio Salazar and under the weak but liberalized After Caetano government. over thirty years of Salazar's dictatorship there were no political parties to play a nde in setting up a government or oppose the communist mili-t- y link. When the military took over in 1974 two of the most critical government posts were won by pro communists, those of Prime Minister and the head of internal security. The latter post gave the communists the chance, even before overt takeover, to set up a repressive police organization to eliminate political opposition. But in Portugal the reaction of the populace was much more cohesive and anti communist than they had expected. The battle lines have been drawn ever more clearly each day with the military bowing to the requests of the communists for protection and support. The consequences of this struggle have been tragic for the Portuquese people. Everyday we read of crowds of thousands of Portuguese citizens protesting the government's close ties with the communist party. And all this has taken place in the shadow of detente, in which we have negotiated in good faith to try to ease world tensions and achieve some permanent reduction of animosity between the U.S and the USSR. We hope our foreign policy leaders are aware that the Soviets intentions have not changed, and that when we negotiate with them, we should try to obligate them to committments that represent an easing of their repression and subversions. By the Doctrine the Soviets have declared that the governments Bre-shn- and borders of its satellites are inviolable. We Western nations have not exacted the same obligation from the Soviets and their allies with respect to the Western European nations. In Helsinki we obligated ourselves to recognize the borders of the Soviet satellites. We should have demanded in return that the Soviets also recognize and respect the political integrity of all West European nations. We should make this one of our primary objectives in future negotiations with the Soviets. It was at this meeting that the Gazette, backed by the votes of support from our readers approached the council to ask for two main requests. First that West Jordan make a bid to buy the school and secondly that they make a stand on the city's intentions of the zoning of the school's present to the citizens of West Jordan. Citizens could stay in West Jordan and buy other family necessities besides home supplies, food goods, and a hair cut. But this is what's happening. progress for this plan is being held up awaiting the sale of the school by the Jordan School District on August 26th. These chain stores want to see just who is going to purchase the school. If it be a marketing group other than themselves this would bring a halt to their stplans of expansion of their ores in the West Jordan area. West Jordan Gty council had decided in a turn around vote, to bid on the school. At this point the public and the Gazette reporters were asked to leave the council chambers and an executive meeting was held. Later wc were allowed back in. It was at this time that a motion was made to present a bid to the Jordan School District in hopes of puchasing the school. The motion was passed unanimoul-ly- . The rescue unit, purchased last year with the help tit the Sandy community, has added greatly to the Sandy Fire Department's efficiency and ca- al pabilities in handling any situation but funds were insufficient for the purchase of the EKG machine. The Deseret Gazette, in conjunction with the Sandy Gty Fire Department and citizens of Sandy would like to change this pressing problem. Beginning Wednesday, August 27, the Deseret Gazette and the Sandy Fire Department will join forces to earn the $10,000 needed to purchase an EKG machine for the rescue unit. Starting that day subscriptions to the Gazette will go on sale for of Sandy. During the drive, $2.00 of the $5.00 fee, will be channeled into the fund for the machine; $.50 will go to the representative selling the subscription; $.50 to the organization he or she represents; and $2.00 to the Gazette for a one year subscription. Jordan District Will Utilize Substitute Teachers If Needed To Open On Time At 11:47 the decision had been made and wc now wail to sec the outcome. The Gazette commends this concerned and public minded city council. Even though there was disagreement during this meeting, there was never any doubt that every man on the council really cared. Sandy Fire Dept. Cpt. Dave Jensen stands with Sandy's Rescue Unit, badly in need of an EKG monitor. ' By now most county residents know the situation concerning school opening scheduled for September 2. It now appears lhal the District will attempt to open school utilizing substitute teachers, should the Jordan teachers JEA refuse to sign contracts. The JEA has turned down the districts K) per cent salary increase proposal demanding a 12.3 per cent pay hike but have shown support of bringing mediators to help solve their problems. Jordan School District on the other hand has refused outside mediation to break the impasse. It now seems dear that this power struggle will force an irregular school opening in September, should that mean substitutes or no opening at all. The school district has made it dear that they will not mediate or change their position. What the district will attempt to do is to replace 1400 teachers with 400 subsilutc teachers. The end result of this impasse will seem to depend on pressure hum the public. What happens will be determined by who holds the most marbles and wc think wc do', said George McKay, Executive Director of the JEA, 'a strike or withholding of services is a shock to any association but wc will do it if wc arc forced to'. The difference between the JEA proposal of 12.3 per cent and the districts K) per cent would cost $287,000 for those paid on the teachers salaiy schedule. On the teacher's schedule a 1 per cent increase cost $125,000. According to the JEA there would be no need to increase taxes or alter the educational program in the district. However, some priorities would have to be changed; the district could not increase their reserve fund from $316,000 to $531,000 as proposed. Even though the district relieved a 10.89 per cent increase in the Weighted Pupil Unit from the legislature the district has failed to mention other sources of income. The district will be receiving a $191,000 increase in textbook money. This relieves funds the district already spends for textbooks, a $212,000 increase in transportation funds, $163,000 increase because of the increase 2 in assessed valuation and fund balance from 1974 to 75, carried over as a reserve Also fund by the district. further increases in student population will also bring additional revenue. Even under the proposed JEA salary schedule a person graduating with a bachelor's degree would recieve only $8,000 and $531-.89- George McKay, Ex.
