The targets were located near the Lebanese cities of Sidon and Tyre. It was reported that 27 Palestinian refugees were killed and another 94 were wounded. Zohair Mohsen, a leader of the Saika guerillas, characterized the action as a war of annihilation and claimed the attack was instigated by President Nixon when he visited Premfier Yitzhad Rabin of Israel. The U.S. State Department stated vte deplore this kind of action very, very strongly. Meanwhile, statements from Tel Aviv said that Israel would continue to seek peace but wfuld also continue to strike at terrorists who are responsible for the muraer of Israeli civilians. OTTAWA As part of a Declaration on Atlantic Relations, the North Atlantic Alliance agreed to more intensive consultations concerning common problems on Wednesday, June 19th. The agreement includes matters which are influenced by activities which ocrur outside of NATO areas. The Middle East situation would be such a matter. Although concurring with the resolution, the United States retained the right to act unilaterally when a military emergency arises. Heads of state, including President Nixon, are to sign the document in Brussels on June 26th. ETHIOPIA Deborah Dortzbach, a American nurse was released by guerillas on Saturday, June 22nd. Mrs. Dortzbach had been held captive for four weeks by the rebels. She was abducted on May 27th from a Ghinda missionary hospital. The guerillas continue to hold three Americans and two Canadians who were captured during an oil exploration three months ago. The rebels have spent the last ten years fighting for Eritrean independence. Eritrean is a northern province of Ethiopia. Mrs. Dortzbach, who said she felt fine despite being three months pregnant, was reunited with her husband who is also a missionary. No reason was given for her release. BOSTON The Boston public school system was termed unconstitutionally segregated by U.S. District Judge Arthur A. Garrity Jr. on Friday, June 21st. The judge demanded an intergration plan which would include busing to be functioning by the next school term.
