Show SOUTH SALT LAKE HERALD Page 4 Newspaper Deals With Waste In Federal Highway Spending The Santa Fe New Mexican recently devoted a lengthy editorial to waste and inefficiency in the spending of funds under the multi-billiodollar federal interstate highway program. In its words, We refer to the federal rules and regulations governing the Interstate Highway System which apparently were drafted by persons who never set n foot west chians. of the Appala- The New Mexican deals with several examples of this needless waste. For one thing, the limited access rules which necessary in populated Eastern are heavily areas amount to nonsense in thinly - populated Western country. On the specific side, it points to an expensive catbuilt near a tle under-pas- s New Mexico town, because the rules wont permit a rancher r cattle to make a drive across the highway which blocked the highway for about an hour at a time of day when there was no once-a-yea- traffic. sive, t inter-chang- mas- e over a four-lan- e highway which leads from nowhere to exactly nowhere. The New Mexican is not alone in this kind of criticism of the highway program. Many other newspapers and magazines, as well as official investigative bodies, -- have made similar contributions to the record. The presently estimated cost of the completed system is many billions higher than the initial estimates. One reason is waste and, in some revealed instances, fraud. A great many people are reaching the conclusion that the whole project is far too big and far too expensive and that, in addition, there should be a relaxation of federal rules applying with equal force to congested and little - settled areas, and a policy of giving much more discretion to the state highway authorities who understand local needs and Prices of Food Show How , incontrovertible facts can be misleading. The National Association of Food Chains points to a current example. The official cost of living indices have, of late, shown rises in food prices. Typical headlines covering these statistical reports read, Food Costs Lead Cost of Living Increase and Food Prices Zoom up 0.5 per cent. This is perfectly true but! The but lies in the fact that the reports dont show that U. S. food prices have declined 32 per cent relative to wages in the last 12 years. That simply means that wage rates have moved up much faster than food prices. Thus relative to income food is cheaper today than ever before. According to the Association, retail food prices have increased less than 17 per cent since 194749, while wage rates have gone up 72 per cent. The point is that dollar fig- ures are virtually meaningless, unless they are related to changes in our incomes and our purchasing power. Judged by any such accurate yardstick, food is really a bargain today. NEW LOW BATES Vllht Employment Service 2870 South State FOR RENT Two unfurnished apartments; one upstairs; one and kitchenette.
