According to the Foundation, there are 243 separate units of government in Utah that may spend tax money for road purposes. The study observes that "while there has been some voluntary cooperation in road matters, there also has been much duplication and overlapping among these spending units. Another important problem facing Utah, as described by the Foundation study, is the building of roads in isolated areas to serve reclamation, recreation, and wilderness area Foundation analysts observe, however, that Utah can finance its highway program during the next five and periods with present highway taxes if nonhighway costs and demands for new roads into Federal recreation, reclamation and wilderness areas are held within reasonable limits. The report states that Utah should be able to meet its matching obligations under the Federal highway-ai- d programs, provide sufficient funds for administration, maintenance, and other operating purposes, and still carry out a modest improvement program on road projects. Utah will spend $723 million on state highways during the next ten years, according to Foundation estimates. Approximately $593 million of this sum will be for state road construction, with highway needs for maintenance, administration, and other operating purposes totaling $130 million over the next ten ten-ye- ar counties of Box Elder, Weber, Davis, Salt Lake, and Utah, only about 51 percent of all non-Federal-- state highway expenditures are made in these five counties. Approximately 78 percent of Utahs population reside in these five counties.
