As the First President of the United States, Washington was in the unique position of having an untracked pasfor the idea of an elected President sage ahead of him was untried, and there were no precidents to follow. What the President did for good or ill would influence his followers all down through history. One of the reasons George Washington was a great president is that he did wisely in setting down largely unwritten rules for the occupation of the presidency. He viewed the United States of America as a country with a religious background. A country which believed in payers. Total tax collections in Utah in 1969 were 17 above those recorded for 1968, the Foundation noted in its regular year-en- d review. This was far more than the inflationary advance in the same period, indicating a substantial increase in real dollars paid in taxes. He favored a straightforward and honest policy towards other nations, but viewed with disfavor entangling alliances. He viewed the Presidency as one of lifes noble callings, above the chicanery and deviousness of politics. He did not view the Presidency as a e office, but wisely declined to serve a third term. Though we look around us and find that much of what Washington worked to achieve has been eroded and corroded, much still remains. If we feel ourselves awash in an ocean, legal proscriptions nd prescriptions, taxes, rules, forms and bureaucrats, wre can be thankful for the wisdom of George Washington. we If he had been less wise, less strong, less inspired might be even worse off. While the inflationary spiral did not match the increase in tax collections (a 1 increase in the state sales tax rate, 1 cent a gallon increase in the state motor fuels tax after July 1, and the year long imposition life-tim- of the Federal surtax on incomes all were factors in the above normal increase in tax collections) the cost of living did advance considerably in 1969. The Consumers Price (cost of living) Index stood at 129.8 (1957-5- 9 base period in October of the year. 100) This compared to an index of 122.9 for October, 1968. Some items included in the over-a- ll index advanced more rapidly than others, and the October, 1969 figures for health and recreation was 138.6, and that for medical care, 156.9. At the end of the year it appeared that the average cost of living rise for the 12 month period would be between 5 as comand 6 pared to a yearly average rangto 2 through ing from 1 the first half of the 1960s. Program On Dangers Of Smoking Most smokers dont think deeply about their cigarette habit they just keep puffing away despite all the dangers. In an effort to jar smokers out of their cmplacency and help them see themselves and their habit more clearly, the National Educational Television (NET) network will present a TV show to Utah viewers entitled Why You Smoke A Self Test A 30 minute series of programs, described as a Compelling Human Document, will be shown each night March 6 (Monday through Friday) from 10 to 10:30 p.m. on KUED, Channel 7. The program will help smokers find out just why they smoke and how they can quit. It really gets down to cases abut the cigarette habit and offers viewers the chance to 2-- test. These four short tests are aimed at helping people find out what they know about cigarette take a four-pa- rt and how they feel about it. The tests can indicate if a person really wants to quit smoking, why he smokes and how hard it may be to quit. smoking Smokers are encouraged to take this good hard Took at themselves in the hope that they may decide to give up the habit once they understand it and themselves a little better. The series of programs is not designed to antagonize smokers. Just the opposite. It identifies with them and shares their problems, doubts, miseries and builds up an TV element of suspense. From the beginning, viewers are confronted with the every day lives of three heavy two men and a smokers woman. And they are not actors. Each really has the smoking problem with which they are seen wrestling. The camera follows them at home with their families, during their meals, at work, at play, while they shop and in dozens of other situations. The people in the show take the four-pa- rt smoking test and the smokers in the audience can take it right along with them. The answers are evaluated just after each part is given. Fredrickson, will give the tests. Each of the tests covers a different subject. They are (1) Do you want to change your smoking habits? (2) What do you think the effects of smoke? and (4) Does the world around you make it easier or harder to change your smok- ing habits? Test questions are designed to give smokers psychological insights of themselves and their cigarette habit.
