HANDICAPPING CHILDREN Records of the White House conference on child health and protection disclose a perplexing problem in this area of inadequate revenues and demands for economy. It is a picture of more than five million children struggling against odds to meet the complex conditions of modem existence. Of the child population of the United States a committee has found three million with Impaired hearing, 18,000 totally deaf, 1,000,000 with impaired speech, 1,000,000 with weak or damaged hearts, 450,000 mentally retarded, 300,000 crippled, 14,000 wholly blind and 50,000 partly blind. In that survey is a challenge to the conscience of all citizens. The tragedy is complete when we understand that a large proportion of these come from families of inadequate means. In other words, they are public charges. To provide for their welfare Is a public obligation that is not entirely unselfish. Correction of physical defects is more easily accomplished in early years than when the patient has matured. Those mentally deficient need special attention in an educational way. Neglect of these children breeds trouble for the future. The national effort to alleviate their suffering and restore them to some value in the scheme of society is a commendable and humanitarian work. Economically it is less expensive to care for them now than to pile up expense for their care as public charges, criminals or institutional Inmates later.
