This convention will choose delegates from the Democracy of Utah to the Democratic national convention at Houston, Texas, June 26, which will, in turn nominate candidates for the office of President and Vice President of the United jJr States. The primaries are vitally important to the individual citizen and voter for it is there that he has the opportunity, if only he would use it, to have his say in the selecting of men to direct affairs of government. In the primary the individual voter has the right and the opportunity to say who and what he wanta and to his representatives to the party conventions to stand for who and what he wants. If the administration of governmental affairs is to be taken out of the hands of professional politicians and maintained in the hands of the people, the people themselves must do it through the medium of the primaries. If the people deliberately neglect the primaries, they have no one to blame but themselves when professional politicians and political cliques run things to suit themselves. At a meeting at Richmond, Ya., under the auspices of the Womans Christian Temperance Union, The League, and other organizations, February 1, 1928, the Honorable William G. McAdoo said: The prohibition questioin today has become far wider and far deeper than mere prohibition. There is, in fact, no prohibition question in the sense that the policy of prohibition is an issue. The people of this country have already settled that by putting into the Constitution a provision prohibiting the manufacture, sale or transportation of intoxicating liquors for beverage purposes within the United States and all territory subject to its jurisdiction. The real issue, is: Shall the Constitution and the laws of the United States be respected and obeyed by the people and by the duly constituted officers of every State in the Union? Or shall a State in its sovereign capacity be permitted to disregard any part of the Conatitution of the United States which it elects not to obey? Every Democrat in the nation, and every Republican for that matter, will anawer Mr. McAdooa first questioin, Yes, and his second question, No. It will be a surprising thing if both parties do not write planks into their platforms covering these questions in just that manner. The states as they meet in their respective conventions are declaring for law enforcement, and none will deny that there should be law enforcement. It would seem, therefore, that Mr. battle ia won before he atarts and without a struggle. An examination of his full speech discloses, however, that he had some other questions in mind. This question is raised inferential: If the Federal government enters into fields of legislation formerly covered exclusively by the States, are the States, after such entry, bound to enact or maintain legislation to give force and effect to the Federal legislation in such fields? That is a fair question and probably debatable. In fact, it raises the old states' right question, and Mr. McAdoo, as a Democrat, ought to resolve it in favor of the States. He pounces with special vigor, however, on New York state which may arouse the suspicion in some minds that the real question in Mr. McAdoos mind is narrower than any of the questions raised above. But whatever hidden motives may be tucked away in covert assaults on any prospective candidate for the Presidency. let us accept the real issue" as Mr. McAdoo states it. and let us not be fools to our own interest.
