The whole power of the Republican machine was employed to defeat the proposal. Ita leaders said the treasury surplus would probably not exceed $300,000,000, and a reduction could not be afforded. Democrats predicted the surplus would be a halfbillion dollars or more, and that the reduction they proposed could be made and still leave a large surplus. Tor the fiscal year ending June 80, the surplus was actually $630,000,000. The Democratic reduction could have been made and left a $300,000,000 surplus. Republican leaders wished to refer the cut until the eve of the 1928 campaign.
