The laws state "practical experi- cnce" is a prerequisite for consideration, and the board has interpreted this to mean construction work, as subject to the National Electrical Code. Maintenance, govern- ment work or private industry arc thereby disqualified by the board. "This interpretation of the law can eliminate someone with 20 years experience, like a submarine electrician, from consideration unless he wants to start off as an apprentice," Dave Haupt, master elcctri- cian at American Electrical Service explained. "There is no measurement of his skill when determining whether or not he should be allowed to take the test. In this way, the union controls independents by controlling those who have what they consider 'qualifying experience." Haupt claimed the method is "corrupt, but I don't know what I can do about it.
