Subject to the approval of the legislature the board is authorized to upgrade and reclassify from time to time the waters of the state to the extent that it is practical and in the public interest. It is the intent of the law that the Utah Water Pollution Control Board should group the waters of the state into classes according to their most reasonable use at the time of the enactment of this law. The Legislature reserved to itself the authority to approve any changes from such classification. Adoption of standards of quality becomes significant when applied to the use of the water; the use determined first and the proper quality standard then applied to this classification. &4;.
