He talked of getting government out of the grain business. He also said that government is reverting to its role of referee in the market place as an insurer of equity rather than as an active participant. While there was little evidence in farm programs that the government had changed its role from participant to referee, the corps of dedicated planners on the federal payroll may have felt the Secretary was saying some dangerous things. . But these fears were In a recent speech the Secretary resumed his usual role as he warned that the administration would fight to keep government controls on farmers. He pointed out that the government had bought about 60 million acres out of production and his program would continue to help farmers hold 30 to 35 million acres out of production in 1967. The Secretary asserted that if all that acreage, plus steadily accelerating production per acre, were turned loose . . . the result would be chaos. Exhibiting his customary lack of faith in the ability of farmers to make intelligent decisions on their own, the Secretary said, We can only avoid this predicament by the disciplined use of judgment, reason and vision. The discipline apparently is to be furnished by the Secretary through continued controls. It would seem that the Secretary is borrowing from the advertising slogan Ride Greyhound and leave the driving to us, and saying, "Ride the government subsidy and control route, and leave the planning to us. Such program would probably include planned reserves and it is quite generally understood that planned reserves inevitably will be government held, or at least government-manage- d reserves. Farmers have learned that government reserves of agricultural commodities furnish a handy tool for the Administration to manipulate markets, to induce producers into voluntary government supply management programs and to place price ceilings on farm products.
