The answer to the problem has always been apparent and was proposed in legislative Little Hoover commissions, but no legislature has come close to consummation. The executive now is leading the way for the first time and perhaps Gov. Cecil D. Andrus will be able to accomplish the reorganization of Ms branch of government so long overdue. What has and is occurring in Idaho applies to nearly all cither states and many of iem are either trying to reduce the number of executive agencies or are considering the effort. In same states the magic number of departments and agencies is 20. In others, the effort is to reduce them to eight or 10. The last successful effort to reorganize the executive branch in Idaho was in 1919 when the legislature created a number of departments, leaded by oammdssiooers, and all under the complete authority of the governor. Boards and commissioners moijferated in the 1930s and 940s. Special Accounts gamers. ought For Quarter Ending April 9th, SUB TOTAL 13-- 19G6 Last Monday in a talk to the Governor's Conference on Planning, Andrus stressed the need for reorganization of the executive branch and it will be a top priority of the State Planning and Community Affairs Agency, a department which itself is an offshoot of the Department of Commerce and Development. Andrus called the proposed reorganization an effort of magnitude, and indeed it is. The 1967 Legislature did not really get into the report of the Legislative Council committee, headed by then Rep. (now secretary of state) Pete Cenarrusa. Considering the time spent in consideration and eventual creation of the Department of Administrative Services, it is no wonder that nothing was done about the rest of committees recommendation to create the other 17 departments. Any effort to achieve reorganization of the executive branch must be and nonnpolitical, otherwise it is doomed to failure from the vices.
