Show Be a Spook Saver on Halloween By Driving With Extra Care Utah drivers are asked to wage conservation effort an all-cthis Halloween to save from harm all the little spooks, ghosts, witches and goblins who will be on the road after dark. You can be a spook-savif Ocon car you're driving your tober 31, says the Insurance Information Institute. Nearly all of the state's 216,000 elementary school children will for a become few hours, romping through neighborhoods and the roadway with little on their minds but the next treat. The Institute cautions that while Halloween can be a fun night for children, it is potentially the most dangerous for them as they wander the darkened streets in awkward, difficult-to-se- e costumes and masks. The Institute offered the following safety tips to motorists and to parents of spooks and goblins: To motorists Drive . slowly and warily. Watch, for children darting out between parked cars. Tap your horn occasionally on dimly-lighte- d residential streets. Be extremely cautious when backing out of driveways. In suburban areas, country roads normally clear of pedestrians after dark are especially hazardous with walking on the roadway. Keep your speed down as you pass inhabited areas. ut er . . . trick-or-treate- rs criss-crossi- . ng vision-impar-i- ng . .trick-or-treate- rs To parents Escort your little ones. Many per , sons unwittingly waste, energy around the house without realizing what's consuming so many kilowatts. During the heating season, aluminum storm windows will cut in half the heat energy that is needlessly lost through windows of a house. The National Bureau of Standards advises that fan investment in storm windows (or thermally insulated windows) will pay for itself within a decade. . Youll enjoy greater com fort in your home, and also save scarce fuel supplies. Room air conditioners keep their cool better while killing off fewer kilowatts when aluminum awnings are used to keep the sunshine out of the room they are cooling. (According to the National Bureau of Standards, awnings can reduce heat gain by as much as 80 percent.) Inside the. house, window shades and draper ies can reduce heat penetration through windows by as much as 50 percent. Storm windows .during air conditioning season keep the hot outdoor au; outdoors. For those unlucky enough to have one near a door or patio, there is an attractive coverup solution. A box is framed around the meter with lxl of 1x2 inch fir or pine and panels of translucent plastic and also around a light bulb fixture added above the meter. The front panel is hinged at the top for easy meter reading. For a larger entry or patio situation a pair of lights can be added. Yard lights can be built in the same design, using 2x2s and 2x4s for a bolder look. San Contino, coordinator of the four year old college, originated the idea of adding race car courses to the curriculum to attract more students into the auto tech program. Each class is presented with a stock model car which the students then build into a race car; maintain, and serve as pit crew members during official races, where the car is driven by professional crews. Contino says this concept has added an exciting new dimension to vocational education. The students are not restricted to a routine of disassembling and reassembling a classroom engine. Instead, the course challenges the students competitive ingenuity, fosters a team spirit and creates a greater desire in the student to learn and achieve. Some of the events the Chaffee built cars have entered include Pikes Peak Hill Club, which they won in 1971, the Baja 500, drag racing, Trans Am racing, and speed record attempts at the Bonneville Flats. The course attracts students from all over the country. Contino even received letters from soldiers in Viet Nam who wanted to be enrolled in the program following discharge. In addition to the race car courses the Auto Tech program offers courses in areas such as automatic transmissions, engine overhaul and electrical tuneup. Students must have a year of these basic auto courses as a prerequisite for the race car program which carries 12 credits. Upon completion of the Auto-Tec- h program, students receive a certificate in Auto Technology, or take the additional academic courses and receive an AAS degree. Contino estimates that 50 per cent of all graduates have entered the auto service field that has benefited from these young people whose skills are needed to service todays increasingly complex and sophisticated autos. Utah Has One of Nation's Top Incidence of Respiratory Disease As the Chief of the Pulmonary Disease Program of the Utah State Division of Health, Dr. Elton Newman is a physician who thinks of every Utahn as my patient," and that is not so strange when one considers that Utahns have a very high incidence of chronic respiratory disease, one of the highest in the nation," says Dr. Newman. The rate of increase for emphysema and chronic bronchitis is particularly alarming, even among women, and we are particularly anxious to apply latest knowledge in reversing the trend." To get the ball rolling, Dr, Newman has teamed up with the Intermountain Regional Medical Program, and is this week finishing a two week intensive training course on the new respiratory disease diagnostic and treatment procedures sponsored by that agency. IRMP, a federal funded health care agency administered at the local level, is presently funding virtually all respiratory disease detection and training programs in Utah. Its sole concern is with improving health care in the Intermountain region and it works hand in hand with physicians local and state health agencies in implementing new programs such as those concerned with respiratory disease detection and training. In addition to Dr. Newman, fifteen public health and other physicians from Utah; Wyoming andw Idaho have taken or are scheduled to take the training. course. I felt the need to update my training in this area," said Dr. Newman, and have found the IRMP course to be most useful and informative. They are free wheeling sessions that give me plenty of time to observe, ask questions, read and to learn on my own, as well as the benefit of actual experience on rounds and in the laboratory with such pulmonary specialists as Dr. Richard Kanner at the University Medical Center. Changes are so rapid that these courses are really essential in keeping abreast of new developments. Maybe this way, I can at least keep ahead of my nurses." On a more serious note, Dr. Newman noted that he feels early detection is the key to prevention and successful treatment Concrete Slabs has been excavated, the forms should be placed, leveled and plumbed, then braced with good sturdy stakes that are long enough to anchor firmly in the soil, as wet concrete is heavy. Forms that will be reused when pouring in sections should be brushed with old crankcase oil or wrapped with wax paper to make removal easier. Lumber forms that will be left in place, as dividers or edging, can be protected on the top edge with masking tape while pouring, making removal of excess concrete easier when cleaning up. Forms that stay in place also should be preservative treated for longer life. prevention of disease health." Statewide detection surveys, training programs for the doctors and nurses, public information and education programs, and a voluntary file of respiratory disease patients are components of IRMPs program to combat respiratory disease. Drug Use Prevention Week Outlines Goals For the third consecutive year the Presidents Special Action Office for Drug Prevention is spearheading a national effort to draw public attention and concern to the problems of drug abuse. The basic concept under lying Drug Abuse Prevention Week 1973 is the human family. The focus on the family includes not only the traditional nuclear family but also families of peers and associates and other groups who are drawn into close bonds by their common interest and needs. The weeks activities will hopefully draw emphasis to the family as a potentially powerful mechanism for the prevention of drug abuse. There are three goals being addressed during the 1973 campaign: 1. To emphasize the current trend in drug abuse prevention; that is, from talking about drug problms to talking about people and the things people do. 2. To emphasize the family, a sometimes forgotten source of help, as an important and obvious resource for the fulfillment of emotional needs. 3. To emphasize a new way of talking about drugs that is by not talking about it. Instead, the emphasis is shifted to the building of positive and productive elements of human life in a family or group setting. It is recognized that these goals will not be realized simply by a weeks celebration. The problems of drug abuse will not be eliminated so easily. The problems of drug abuse are people problems; they are problems that are bigger than any one of us alone and they should not be slighted by the boundaries of one calendar week out of the year.
