March 1, 1972, ifmife IwMku lESasta GW Fops By Joseph Jody Elder VOTERS MANDATE IGNORED Four years ago, the people opposed the convening of a Constitutional Convention by a 5 to 1 margin; they didnt want their Constitution tampered with because it had served them well over many years of controversy and challenge. This message, however, didnt get through to the power hungry legislators who think they can now get the Constitution amended one article at a time. To implement its tricky scheme the Legislature passed a constitutional resolution known as the Gateway Amendment, which permitted revison of the Constitution one article at a time instead of one section of an article at a time. This amendment, approved by the people Nov. 9, 1970 became Constitutional law on Jan. 1, 1971. We are now facing in Proposition 1 the results of thta mistake. Formerly voters could appraise and understand the effect of changing a single section of an article, but now trying to apprise and understand the effect of changing a whole article, containing 33 sections is simply incomprehensible by the average voter. Even the experts who authored the proposals and the legislators who passed them are now frustrated and confused. With its foot in the door, the Legislature created the 16 member Constitutional Revision commission. Three members were appointed by the Governor, 3 by the President of the Senate, 3 by the Speaker of the House, and these 9 members appointed the remaining 6 members. At this point of time, the future of our Constitution was in the hands of three men, the men who appointed the first 9 members, namely, the Governor, the President of the Senate and the Speaker of the House. Is theirs the voices of the people? To promote its deceptive little scheme, the Legislature put up the peoples money for the publication, distribution of promotional materials and dialogue designed to brainwash and sell its idea to the people. The Constitutional Revision Commission got $30,000 in 1971 to start the program and the Legislative Council has been spending considerable sums of its funds for these purposes.
