Show THE SALT LAKE TIMES FRIDAY, AUGUST 30, 1968 Conference on Higher Education Scheduled for Dixie College Two cf the nations leading educators are scheduled to the 25th annual Utah Conference on Higher Education to be held at Dixie College, St. George, September Dr. Robert H. Shaffer, dean of students at Indiana University, and Dr. Warren J. Pelton, vice president, Techncmics, Inc., will speak at general sessions of the conference on Thursday, September 12. Dr. Shaffers topics will be Institutional Responses to the New Student and A New Look at the New Student. Dr. Pelton will answer the question: What is the Real Impact of Research on Higher Education? Section meetings scheduled for Thursday at 2 p.m. and their chairmen are: adult education, Ira C. Stone, Jr., Dixie College; faculty personnel, Richard D. Poll, Brigham Young University; student personnel, James D. Condie, College of Southern ad-dre- ss 12-1- 3. Utah; curriculum and methods, Jay M. Haymond, Dixie College; and public relations, Max B. Welcker, University of Utah. A special report on Utahs Master Plan for Higher Education will be presented in the Friday morning session by the UCHE Advisory Council an the Utah Coordinating Council of Higher Education. Prior to sessions of the conference, a Wednesday dinner in honor of Glenn L. Taggart, newly appointed president of Utah State University, will be given at the home of President and Mrs. Ferron C. Losee of Dixie v College. Dr. Andrew H. Barnum, 1968 UCHE president, invites all members to attend the conference and plan to- remain for the Fall meetings of the Utah Academy of Sciences, Arts and Letters to be held at Dixie College September - 13-1- 4. Evidence Does Not Support Gun Law Proposals, Lloyd Says Sherman P. Lloyd, says that objective and acccurate evidence does not support the Administrations request for additional Federal gun control laws, and declared he would vote against a bill to prohibit mail order sale of long guns when it comes before the House later this week. ' The Utah Congressman cited the Federal Firearms Act of 1938 as an example of already existing legislation which achieves the the same effect as the proposed new restrictions when requested by local or state law. The 1938 law, which prohibits manufacturers or dealers from shipping firearms to persons in states which require a license to purchase a gun, can be utilized by any state or local government which considers such enforcement necessary, said. Rep. Lloyd, In view of the already existing laws, the only obvious accomplishment of this proposed legislation would be ,to provide a first step toward further controls on firearms, which would be even more unrealistic and oppressive, he said. In his statement Rep. R-Ut- New York Banker, To Address AMC George Champion, chairman of the board, Chase Manhattan Bank, New York, will give the keynote speech at the opening session of the American Mining Congress Convention-Expositioin Las Vegas, Nevada, Oct. 7. J. Allen Overton Jr., executive vice president of the national mining association, said some 10,000 mining men from throughout the United States and many other countries will attend the four day Oct. meeting. He noted that senior officials from manufacturing companies engaged in the supplying of equipment, goods and service to the mining industry are also expected. Mr. Champion, one of the worlds leading banking figures, has been associated with banking and financial institutions since 1926. He became president of Chase Manhattan and assumed his present position in 1961. Overton said, The growing importance of the mining industry throughout the world, the relationshop of strategic metals and minerals to national defense and the accelerated costs of operating a mining company nowadays underscore the significance of the pending talk by Mr. Champion to the American Mining Congress. The responsibility for school fire protection s not solely that of school administrat:rs, teach- ers and parents of students. The general public has a take in fire safe schools, if only to protect their tax investment in public education. School fire protection is economical according to the National Safety Council. The cost of installing protective equipment is more than offset by reduced insurance rates. Within a few years the initial investment can be paid for through the savings in insurance. What kind of fire protection is needed? Council fire protection specialists recommend: Installation of the automatic sprinkler system Fire extinguishers at key locations A fire alarm warning system The installation of a fire alarm warning system alone does not provide enough protection. In tests conducted by Los Angeles fire department, school buildings which were to be torn down were set on fire. These buildings were representative of all types used for schools, from one to several stories high. An average evacuation time of one minute per floor was established by timing fire drills in Of Record Sales the Los Angeles schools. It was found that some fires spread so rapidly that one minute per floor was not sufficient to evacuate the building safely. The researchers also learned that even in fire resistive buildings there were enough burnable furnishings and other material to let a fire grow large enough to cause dangerous heat and smoke. While no alarm system was found universally satisfactory, the research group was unable to set a fire that could not be controlled by automatic sprinklers, at least long enough for safe evacuation. Sprinkler systems can keep these fire localized and, in many cases, can extinguish it. Sprinklers, however, are no substitute for other protection, the council says. Fire extinguishers should remain in the schools. They should be the modern stored pressure type rather than the soda acid type found in many schools.
