Jim Bean Delta, Utah Liberty Ammendment Kissingers Dear Editor: A difficult decision regarding the Liberty Amendment in Utah has been made. When first appointed for the amendment for Utah,, 1 wrote Mr. Howard Nielson, Speaker of the House of Representatives, asking if he felt there would be any procedural problems in introducing the amendment in the 1974 budget session. Absence of a reply indicated to me that we would see no problem. However, a couple of weeks ago 1 received a very nice letter from Mr. Nielson stating, among other things, he felt that the Liberty Amendment would not fall into the budget category of legislation and that the matter had been referred to committee for a decision. I have not yet received that final decision. Due to the time factor involved in mountingan adequate campaign to support the amendment we have decided to abandon the drive for January 1974 but continue organizing and raising funds to bring it before the regular legislative session in January 1975.
