Even the most ignoramic lawmaker, of course, knows that laws to outlaw 'handguns will not disarm criminals, who do not make it a habit to obey laws. What the politicos more likely have in mind is that the general run of taxpaying citizens would obey if ordered to not buy or to get shed of our pistols. Todays problems can best be solved by more individual responsibility, not less; by less government, not more; and by restoring constitutional limitations upon the authority of Congress. There is an amazing way to accomplish this restoration of constitutional government, and that is by adoption of the Liberty Amendment. Seven states have formally approved this amendment. It is pending in Congress as HJR 23, introduced by John G. Schmitz a.), John R. Rarick and John H. Rousselot The Liberty Amendment provides that the federal government engage only in activities specified and authorized by the Constitution; that government properties, facilities, and enterprises not authorized be sold to retire the national debt, and that 3 years after ratification of the amendment the federal tax on personal incomes, estates, and gifts be repealed. It is estimated that the adoption of the Liberty Amendment will reduce federal expenditures by 50 percent, reduce federal income by 43 percent, and reduce the national debt by one half. Additional benefits will naturally flow to the economy and citizenry. For instance, the federal budget will reflect a surplus, inflation will cease, the citizens will have more income to spend and to employ more people, there will be less red tape, we will be able to forget the deadline of April 15, and we will be free from harrassing and nt The year 1913 was an unlucky year for America. That year Congress passed the Federal Reserve Act. Congressman Charles A. Lindbergh Sr., opposing the act, said, From now on depressions will be scientifically created. That same year the 16th Amendment was ratified and adopted, thus permitting Congress to levy taxes on incomes. With a continually increasing income tax as a gigantic source of revenue, Congress was able to go on a spending spree that is reaching fantastic proportions and seemingly has no limit. This new direct tax made it easier to buy votes, increase official salaries, grant favors, become entangled in foreign deals, and violate the Cony stitution by a multitude of programs. So in 1913 we adopted a federal income tax and we sowed the seeds of corruption of the currency, of abandonment of constitutional restraint, and of national bankruptcy. The platforms of both parties were silent on the subject of income tax from 1856 to 1908. However, in 1908 the Democratic platform provided: We favor an income tax as part of our revenue system and we urge the submission of a Constitutional amendment specifically authorizing Congress to levy and collect a tax upon individual and corporate incomes .... Congress had passed an income tax bill in 1894, but it was declared unconstitutional by the Supreme Court. At the time the 1894 income tax was introduced, William Jennings Bryan urged Congress to follow the example of other nations. He explained that Prussia had adopted an income tax 20 years earlier, with a rate ranging from 1 percent to 4 percent. Austria for 30 years had been collecting 8 percent to 20 percent, and Italy collected about 13 percent. The Netherlands since 1823 had set a rate at 2 percent to Vh percent, Switzerland for give-awa- Satan Dwells Page 50 years had exacted 1 percent to 8 percent, and England since 1892 had charged 2 percent. Of course, if we bombed the first attack might have to be on the five Russian-installe- d SAM (surface-to-a- ir missile) sites, and this might so upset the Russians that they would 'not let us give them any more wheat, soybeans, tallow and other instruments of war. (An army fights with its belly, you Hanoi,- - . know.) Highest military officials have said that we could easily and effectively knock out the Haiphong harbor by mining it. That way, we wouldnt have to sink any British ships. From January 1, 1964 to June 30, 1965, 477 ships flying free world flags carried supplies into North Vietnam. Two hundred twenty-fou- r of were British. those ships Brittania waives the rules. Britain would bomb Britain for cost plus 20 percent. Other nations selling to our North Vietnamese enemy, where we fight virtually alone, are: Japan, Greece, Sweden, Netherlands, Norway, Italy, West Germany, Lebanon and Panama. The Viet Cong depend upon Red China and Russia for war materials to kill our men. Since we both sell and give to Russia, our government is helping kill the men it drafts to send to Vietnam to die fo; stalemate. Since the so-call- ed end of World War II, our government has spent $825 billion on defense, yet our men in Vietnam fight with obsolete weapons and even inadequate gear. If we dont intend to do whatever is necessary to defeat and destroy the Ho Chi Minh government in North Vietnam, then it is criminal to send American men there to die. Unless we plan to end the Communis aggression there and throughout southeast Asia, not another drop of American blood should be wasted. On March 25, 1965, the St. Louis in Globe-Democr- reported: In this at strange and unconventional war, one of the stranger arrangements is the movement over Viet Cong controlled roads of aviation gas and oil for United States planes that strike the Viet Cong. Trucks are loaded with fuel at Qui Nhon or at Saigon to the south and the drivers take off into Viet Cong country without any military escorts. How would you like it if your son were killed in southeast Asia in a war which American leaders have no intention of winning? Recent polls on college campuses across this country indicate that a high percentage of the students would not fight for their country. Some are . - some pacifists, Communists, some are are anarchists, some are yellow, But misguided, one-worlde- why rs. should anti-communi- st, even an an patriot allow himself to be sacrificed , or even inconvenienced in a .war his leaders have no intention of winning?
