Show ftige 2 THE UTAH INDEPENDENT February 5 1971 Fire Is Ou- tA 'Hot Foot' Burns Long After The 1 0 Independent m Dedicated To The Constitution, Liberty, Morality, and Truth E 5... 5 8 Editors Outlook Its too bad we cannot seem to elect a majority of men to office who are dedicated to constitutional government and are willing to back it up. We dont mean to be deliberately derogatory, it is just an unfortunate fact. Take Urban Renewal, for example. From its start the program in Utah has been one of deception and dishonor. Urban Renewal, as you may remember, provides a new concept of the power of eminent domain. It has always been recognized that the government legitimately has the power to condemn property (that is the power of eminent domain) when it is for a public use, such as to build a school, road, etc. But even so, it has long been acknowledged that the power of eminent domain carried abuses with it and should be used sparifigly. Urban Renewal included the heretofore unconstitutional and immoral idea that government could take property by the power of eminent domain not only for public use but for private use as well. I11 other words, the government now has the power to take property from one private individual and sell it to another individual for the benefit of the latter. What have our local politicians been doing regarding Urban Renewal? In Cal Ramptons first election campaign he said, and The right of eminent domain has been over-use- d grossly abused in Utah. . . . Our eminent domain laws must be overhauled immediately to protect the right of home and property owners. Is your Governor, I would overhaul these antiquated laws at the earliest opportunity. Yes, Governor Rainpton worked very hard to overhaul the power of eminent domain laws. He was in the forefront of the battle to broaden eminent domain (under Urban Renewal) contrary to his campaign promise to protect the property owner. The Legislature, after allowing the people to vote on Urban Renewal and finding them refusing it, with the leadership of Senator Brockbank, like thieves in the night, sneaked another Urban Renewal bill through the legislature by calling it by another name and passing it quickly during a special session. They even eliminated the right of the people to vote on it. Salt Lake City Commissioner James Barker ran on the platform that he was opposed to Urban Renewal. Now that the Commissioners can institute Urban Renewal without a vote of the people, Barker hypocritically urged that the program be moved forward as rapidly as possible. Recently, a Utah Legislator accused this paper of downgrading the Legislature while he was trying to upgrade it. The Utah Independent has the greatest respect for the institution of the legislature itself, but it has the utmost contempt for some of the hypocritical practices engaged in by certain legislators. The Utah Independent cannot downgrade the legislature, it can only report what it does. If what it docs is honorable it will hold a position of honor. But, if its members use some of the disgraceful tactics that have been used heretofore it will bring itself into disgrace without any outside help. What we say here applies to all other elected officials as well. Certainly, we do not mean to speak against that minority of legislators and other public officials who try to preserve the rights of the people and let them live in peace. But unfortunately, today this latter group is, as we said, a minority. We look forward to the time when an enlightened citizenry will elect a majority to the legislature and other public offices, who will believe in and practice limited government, that the people rnay remain free. In the meantime, well keep on reporting. . (Continued Above) Editor's Outlook Readers Outlook TAXATION WITH REPRESENTATION Martin Luther King Civil Rights Leader ? Dear Sir: In the days of this nations war for independence, one of the favorite expressions of the day was taxation without representation. The early Americans corrected that as they organized a government which was to derive its powers from the consent of the governed. As we look about us today we begin to wonder if we have lost sight of the idea of freedom as it relates to taxes. Each tax dollar represents a portion of someones labor. The more taxes collected, the more the people must labor to pay it. They, in effect, are working to pay for the government. The penalty support of an todav for working harder to earn more is increased slaverv in the form of increased taxes. Whatever the level of government there are more and more demands to find more and more ways to collect more and more taxes. Do we really have a country of free men anymore? Do we even think as free people think? Look at some of the legislation being proposed in our own state legislature if you have any doubts. Every session now sees the introduction of some 600 bills with very few of them having in mind the preservation and expansion of freedom. Quite the contrary, most of the legislation is designed to increase the cost of government or control the activities of our people. The majority of those whom we elect have totalitarian minds with a slave mentality. We mean that they actually believe that individuals are incapable of looking out for themselves and they therefore want to pass more laws to control and regulate them for their own good. Furthermore, they themselves arc willing to submit to the totalitarian monster they arc creating showing themselves to be of a slave mentality.
