While it is difficult enough for citizens (unless they are members of a federally-favore- d minority) to make any impression on city or county officials, it will simply be that much more difficult to reach officials of the artificially-create- d regional bodies. Guess what? That is also part of the overall plan. We hear much about community control, and there have been spectacular things done in its name always almost always by by radicals, and O.G.O.-funde- d artificial bodies, or those created with great ballyhoo by private groups or their fronts which are also engaged in planned social revolution. We refer here to such groups as the National private Council of Churches, the Ford Foundation, and their like. Community control is a tool created for them and reserved to them. Let the ordinary, middle-clas- s citizen agitate of the for community control schools, for example, and he will soon discover how highly his opinions and desires are valued by the Ruling Elite! Its something like freedom of choice: If people do not freely choose what the Ruling Elite wants them to choose, then freedom of is declared unconstitutional. choice Out of sight! (Similarly out of sight are all the civil liberties agitators, when this incredible absurdity is propounded.) y To return to the San tax-payin- g, Francisco-Oakland-Berkele- area, regionalization has long been pushed there, along with every other Liberal pet project. The Association of Bay Area Governments, or ABAC, is a pilot project for full merger of all the minor civil divisions of the Bay Area into a metro government. This will simply place more authority in the hands of its Liberal creators. Allied with the mass media, they are already in a position to use the crisis conditions created by the revolutionists to solutions which will recommend never handle the crises. The name of the game, to repeat, is pressure from above, pressure from below. Our manipulators regularly speak of the police. What this upgrading means currently is requiring that officers take college courses, either before or after joining the police force. At present, what courses may be taken are not too strictly prescribed, but they soon will be. They have to begin innocuously, while federally-funde- d works up the body of research courses which will eventually be required. One such researcher is Dr. A.C. Writing glowingly of the Liberal ideal police officer, as the good Doctor did in the January 1970 issue of Police Qiief magazine. Dr. Germann suggests that the patrolman be called public social psychiatric or serviceman field worker. We learn that he should not present a frightening, glittering, aphelmeted, pearance, but should rather be dressed armed-to-the-teet- h - in blazer and slacks a recommendation Germann said was already in force in some parts of California. Somehow, the vision of V.I.S.T.A.-volunteer-typ- e police officers posted around town in little Lucy booths bearing signs reading Psychiatric Help 5 cents seems a little unreal, when directions to the radicals include the organization of assault units such as David Gumaer described in his article on the Black Panthers for the April American Opinion : Assaulter armed with shotgun with 00 buckshot; Automatic Man armed with armed with .306 rifle Sniper with scope; variable number of Sitters armed with automatic weapons; Layoff Men also armed with automatic weapons If the Liberal dream could be enforced, what stands between you and the above would be a smiling chap in blazer and slacks with a lot of psychology courses behind him. Maybe even with a lot of sensitivity training behind him. Philadelphia recently instituted a requirement that all new police recruits must undergo fifty-fou- r clock hours of sensitivity training. Perhaps to help them understand why theyre being killed by assault units. As a further note on upgrading of the police, this goal somehow includes a lot of plans for downgrading them. The federal Department of Labor, for example, explains (in the same issue of Police Qiief) the New Careers program for filling police ranks with people from the federally-favore- d minority and disadvantaged categories. Although other officers will still have to take New tests, and courses, these Careers people will not be required to M-1- 6; display much more than The Department of Labor program recommends that written examinasemi-literac- y. tions be avoided . . . and perhaps the employment application form might determine the applicants ability to read and write! The program emphasizes that such applicants must be pushed upward as quickly as possible, since upward mobility is their big social need. Besides, it adds, The members of the police department will be educated through their exposure to the disadvantaged. One wonders whether the Department of Labor people truly imagine that police officers would not disadvanotherwise contact the taged. They appear to believe that the police lead a sheltered life! Naturally, none of this is intrinsically palatable to the police we now have, but the planners have ways of catching flies with honey. They simply intend to bribe the underpaid police with promises of huge salary increases as the reward for going along. The money will still come from the taxpayer, but it will be extracted by the stronger methods that state and federal governments can use, rather than at the local level. In fact, salary scales will be set very high, not only to make almost anything look good to the police (when you sugar it that way), but to virtually ensure that local communities couldnt afford to hire their own officers any more! This, in turn, is bound to affect other local government employees in the same manner, since the relationship between the salaries of police officers, firemen, teachers, etc. is generally in some sort of locally-acceptab- le balance. This, too, will be destroyed; other employees will demand c&mparable raises, taxes will go out of sight, and localities will need more state and federal aid taken from the pockets of their own citizens in the first place, but now controlled by far more remote administrators. By multiplying artificially-create- - and proposing problems, tions which never fail to centralize political power at higher and more remote levels, local government can be phased out according to plan, and replaced by state or federally-create- d regional bodies. This is by no means a figment of imagination every state in the Union is under pressure to regionalize, gradually transferring local authority, in one field after another, to larger units which are the responsible to their creators levels of government, not the higher citizens. The states themselves will get theirs, in turn. That is not too much discussed just now first things first but in the course of research on federal aid to law enforcement, pro- - - - - - regional correctional institutions, for example, can already be found. Mr. Nixons New Federalism is a plan to extinguish real federalism to eliminate the last multi-stat- e elements of state sovereignty, reducing the states to mere provinces which can be created or destroyed by the central government. Most countries of the world already have such extremely centralized control. However, our own Constitutional system of federalism was intended to help guard against such excessive hands by several power in means, each of which has already been eroded severely. The Tenth Amendment was included in the Bill of ' Rights, for example, to make it per- fectly clear that the federal government should never acquire the power to control all facets of human life. But the Tenth Amendment is not one of favorite Amendments. the Liberals In fact, as far as the Supreme Court is concerned, its been dead and buried for years. Of course it can never be finally dead and buried- - unless the people of the United States allow it to happen, by failing to be alert to the admittedly sophisticated tricks being played upon them: The fact is that the same individuals and groups responsible for our problems in America are always there with ever-few- Page 7 . the kind which proposed solutions do not solve the problem, but do advance the plan for stronger and more centralized government. The Communists maintain guerrilla warfare in our streets as a means of justifying tighter control by Establishment Insiders at the top. To promote their current goal destruction of our local police in favor of a national police force, a federal gestapo the Communists have already created the Black Panthers, the Students for a Democratic Society, the Progressive Labor Party, the Young Lords, and other terrorist groups. They expect to control American reaction to such terrorism and use it to create their federal gestapo. We are told that we may not pass or enforce laws which would stop the vicious activities of any radical. We allow the Supreme Court and the Liberal propaganda machine to tell us that these radicals have some Constitutional right to create as much turmoil, and do as much damage, as they possibly can. Nobody yet dares call it nonsense. This is but one of the more nauseating public examples of the fraternization between the forces of Communist Revolution qnd our present Police er political leaders. These politicians exercise pressure from above, clamping the ordinary citizen as well as the police officer in a straitjacket of legal restraint. Meanwhile, their radical allies exert pressure from below through their preferred mode of operation crime, and terrorism. We are in the middle. We are to be destroyed.
