The benefit formula of the Social Security Act is more liberal and eligibility requirements for retirement are more easily than for most state or local retirement systems. Coverage of the employees of any state or its politicail subdivisions is contingent upon that state enacting an enabling act and entering into a voluntary agreement with the Federal Securities Administration.
