It Is unofficially announced that the Southern Pacific will hereafter give full publicity to accidents occurring oa its lines. Whether by derailment, collision. or other cause, the mishaps will be made known In detail to the public. The cause of the accident. Its manner and effect will be laid bare, If the announcement Is followed out. The proponed procedure is new to local railroad circles in a great measure, it having been heretofore the policy of railroad officials for their own interest, to be somewhat backward in giving out information on accidents which have occurred. The following out of this policy has had the effect (d bringing much criticism upon the railroad companies affected wnen an accident, has occurred. Much of this criticism Is alleged to have been unjust.. Schmitz, occupies a suite in the city and county Jell and offers to attend to nil municipal business there. The other one, James L. Gallagher, president pro tempore of the board of supervisors and, by vote of that body, created acting mayor, proposes to perform the duties of his new office. Mayor Bchmlts refuses to recognize the official existence of Mayor Gallagher, and to that end has Instructed Police Sergeant Peter Fanning to use force if necessary to prevent Gallagher from taking possession of the mayors office at Franklin and Post streets. The smiling response of the district attorney's office, by whose order Gallagher was appointed acting mayor, is that Sergeant Fanning may stay "on the door, for the rest of the year, if he likes, or while Bchmlts Instructs, because there is no such thing as n mayoralty seal, and possession of the premises nt Post and Franklin streets Is not In any sense necessary to the conduct of the office itself. Legal developments are expected today.
