Sixty-thre- e per cent of the total amount waa collected in Manila and 37 per cent ip the provinces at a coat of 4.1 per cent of the receipts. The agitation against the law continued to some extant until October, 1805, when, becoming convinced that it would not ha modified in any vital qr essential feature, the distillers and manufacturers of tobaero products adjusted themselves to the new conditions. Suspension of Lend Tax. Owing to the continued agricultural depression, the loss of carabaos, locust plagues, typhoons, etc, and the improved condition of the Insular treasury, it was deemed expedient to furnish the landowners outside of Mae nila, a temporary and rest from the burden of land taxes for one year,-and- , inasmuch aa the proceeds of this land tax were devoted solely to local purposes, and in order that the municipalities might not be embarrassed by not having sufficient funds to meet the expenses necessary to the maintenance of schools, roads, bridges, public buildings, and police forces, the Philippine commission passed an act appropriating to the province and municipalities from Insular funds a sum equal to the total amount of the land taxes collected by them respectively, during 196$. The land tax la an equitable one, very email in amount and can not of 1 per cent in exceed (even-eightany one year, but the aggregate amounts to large sums much needed for local uses. As the tax Is new it haa necessarily encountered many obstacles through misunderstanding, but it Is stated thst aa the work of revaluation Is steadily progressing It Is that this will result In such further readjustment of valuations and such other certain ascertainment of titles as win obviate many of the difficulties before experienced. In the lest report at the Philippine commission were set forth the need at private capital to establish an agricultural bank to aid agriculturists in developing their properties by loaning money to them at low rates of interest for the purchase of draft animals and Improved farming Implements end machinery, which recommendation was substantially in line with the plan of the Egyptian Agricultural bank, which haa been working successfully under circumstances quite similar to those which exist in the islands. This recommendation met with the approval of the secretary of war, and a bill was introduced at the last session of congress providing for the establishment of such a bank under a limited guaranty by the Philippine government, as well a a n limited liability, which that government might be called upon to meet in any one year. The franchises arc perpetual and rates of taxation are fixed at onehxlf of 1 per cent on the gross earnings for thirty years, 1 2 per cent for fifty years, sad thereafter to be fixed by the government. The grantees bind themselves in the concessionary contract to begin construction within a certain period and of to complete a specific number miles of railway wlthiu a given length of time on plana to he approved by the governor general. The chamber of commerce of Manila, on learning the full text at the concessions, unanimously passed a resolution thanking the commission tor the interest displayed. Manila Harbor. Iu the aggregate the Philippine Commission report to have expended about $4,100,000 In the Improvement of the harbor of Manila and state that it la now safe against typhoons and probably the best in the Orient. Seventy-sigh- t per cent of the total final area of the harbor haa been dredged to a depth of 30 feet, and the detached breakwater ia completed, baa stood admirably, and ia fulfilling its purpose. Contracts have e been awarded for two steel and wharves to be built by the insular government, one 600 by 70 feet and the other 650 by 110 feet, to have sheds over them, and plans are now being prepared for an adequate system of approaches to the wharves by roadways, railways and other wise, so aa to enable merchants to handle their goods in the moat economical manner. When completed these should have a vary marked effect upon the carrying trade of the Philippine islands.
