Ho declared that the Postmaster-General had stood in the way of an honest Investigation and in view of hia obstinate opposition and the fort that rottenness had been found in name divisions of the Post-offidepartment the inference- was tnat there had been corruption in other 'divisions. Mr. Tillman charged that the opposition to an investigation waa characterised by partisanship. There was an apparent attempt at Congressional smothering. Ha did not see how honest men could stand up in the fare of public sentiment and try to prevent an investigation and allow the statute of limitations to prevent the prosecution of the rascal'' Mr. Quale criticised the remarks made by Br.. Carmack concerning the ' Postmaster-Genera- l. whereupon Mr. Carmack explained that he referred entirely to Mr. Payne's predecessor. In respect to the Tulloch charges.' said Mr. Carmack. I do not think th was aa present Postmaster-Gener- al diligent as he might have been. Perhaps hs relied too. much on what had been the course of his predecessor. Mr. Dollivar said that the disclosures of corruption fn the Postoffice department. instead of convincing him that a general investigation is necessary, showed that the builUeiF departments of the Government have been well conducted.
