Utah, under Act f Congress of March . 1870. LOS ANGELES SPIRIT ANGELES has the reputation being one of the moot progres sive cities in the country. It is doubt ful if there is another city of equal size of the California city In public spirit, snap and enterprise. Not long ago bonds in th sum of f28.OvO.0IM) were voted for the construction of a waterworks system and to bring the Owens river into the city. It was a tremend ous undertaking, but It is justified by the tremendous growth of the commun week and by ity. Nor is this all. a vote of four t one the taxpayers of Los Angeles authorised the expenditure of I3J00.000 for the improvement of the toads in and around the city. No Intelligent investor will put his money into a dead town so king as live towns such as Los Angeles are holding out such Inducements. LOs Ut THEATERS M. F. CUNNINGHAM.. Manag Editor B. A. BOWMAN.. ECCLES IS FRANK mirth-provok- that has In the NOTHING discussionappeared of the water problem Is of deeper Interest than Is the statement made by David E coles to the state Journal on Saturday. There I no hypocrisy in the statement It is perfectly frank. Mr. Eccles does not He does not poao as a philanthropist to Intimate that he giving the city something for nothing In the sale of the waterworks system. He does not Intimate that ha is not making a good profit oa his holdings. On the contrary he to frank to My that he purchased both the bunds and the stock for less than the price ha to uow asking for them. There to a desire on the part of Mr. Eccles and his associates, howsver, to favor Ogden city over every other purchaser, and for this reason the rlty la given tlm first option to buy, and a price to named lower thin can be secured elsewhere. In a measure this la sentiment. It to true, but In greater measure it to good business Judgment. These men who are offering to cell have other business Interests In Ogden; they expert to live here and raise their families here. They desire to he on good terms with their neighbors This worth much even when viewed purely from the standpoint of dollars and cento. It to pointed out that as these men secured possession of this property at a low price they should us willing to sell now at a low pries. This does not alwsys follow. The land upon which Ogden City now now stands could have been bought at one time for a bundle of animal skins. In spite of the fact that the pipes and other property of the Ogden Waterworks company has been rotting out all these years the holdings of the company have been growing more This tatement seems like a paradox, but It to true for thla reason: The title has been made .absolute by rulings of the courts; all litigation has been dispensed with; a much more valuable franchise from the city hgs been secRred; the growth of the city makes the demand for water greater and adds to the revenue of' the company; the system has been extended year(after year,. and a portion of the old material has been replaced by new. Outside of all thla it to worth a great deal to the city to have possession of Its own waterworks. Any private corporation that has control of the water upply of a city Is an Incubus, a drag. It retards the growth of the community for the reason that It will make nh extension of watermains until it Is assured beforehand that a profit to to bs derived from those mains from the it makes no provisions for future growth. It has not the Interests of the city in mind, but Its own selfish Interests; and for these reasons It stands in the way of progress. Whatever may he Mid for or against the ownership of other public utilities, there is no good argument that can be urged against ownership of water. This is recognised by practically every progressive city In the country. It has been recognised in Ogden for many years, and many have been the attempts made to secure control of the local water system by this pity. ' This city has the power, to make the purchase now. . This power 1s clearly defined by the law and the constitution of the state. It to also well understood that this to the tost chance. David Ecrlep makes no Idle boast when he says that If the city does not buy on the terms offered and within the time set the property, will go to outside Investors. If this should be dons there would an end to municipal ownership of tha water service in Ogden for all ' time to reme. val-unab- le. - . er 3, 190S. - LET GLASMANN EXPLAIN THIS NOT WITH ABUSE BUT FACTS LEADING MEN I Effective Plans Discussed for Im- provement of Weber County trccctfs or OOOCN, Highways. 'Last year the travel came mostly to Weber county and Ogden, but owing to the condition of the roads, the travel has witched and many who heretofore came this way, are going south of Balt Lake City.
