Yall come! 2-- COMMUNITY COUNCILS By Lynn A. Jenkins Theyre at it again. Salt Lake City and County in their efforts government have been working overtime to organize and control the rights of the individual by implementation of federally funded Community Councils. These C.C.s are organized with the fundamental guidelines that communities have rights inherently greater than the individuals. People control is the name of the game and although elected representatives are desirable to have on the community councils, the hidden federal guidelines must be adhered to before the generous governmental grants arc awarded to self serving groups or individuals for their ' gain and control. The goal of the community councils includes restrictions on life, freedom and property. However, the overall projects seem to work best for regional government and consolidation of local, county, state and federal governments. No one seems to have direct control of the community councils in the beginning, but the masterminds of the concepts include such groups as the Rockefeller Foundation, Ford Foundation, Carnegie Foundation, Dept, of Housing and Urban Development, Federal Reserve Banks, Advisory Commission on Intergovernmental Relations, Council on Foreign Relations, International Conference of Building Officials, National Governors Conference, National Organization of Towns and Cities this list could go on, but needless to say, they all have had input to this new form of government. The best guess as to when these programs started is the early 1960s, although apparently there is substantial proof that the concept of controlled government started years before that time. Zoning laws and ordinances had to be imposed upon the people gradually until the government bodies had convinced the people that the people did not have property rights, except as allowed by elected or appointed officials of the area. These controls were so gradual that four generations were needed to impose the controls. Salt Lake City has now digressed to such a point that the bureaucrats can now control certain communities with petitions that deceive the occupants of the area. People are led to believe that their social, economic and security growth is hinged upon more government controls and less individual desires. .The first noticeable indication of the community councils doctrine of communal rights control was presented to the citizens of Salt Lake City on May 30, 197-- 5, when Kerry W. Bates of the Central Gty Neighborhood filed a petition on behalf of the community council for the down zoning of the entire central city area. This organization was brought into existence with funds from a federally sponsored grant given to it through the Community Action Program.
