Who is to be responsible for stopping" it? Do you have confidence in U.S. Government doing so? If so. how? 2. What degree of success in abortion was preventing achieved through previous antiabortion laws? Would any new laws be any more effectively enforced? 4. Among what class of women (economic and social) would the prevention laws be the more effective or which would be most likely to evade the laws? A States Rights amendment, in effect, recognizes that an unborn child is a human being but denies that It has a fundamental right to live. It would be illogical and unreasonable to expect a unanimous law to be passed in all 50 states. This right "to live" would be vulnerable to shifting legislative majorities. A Human Life Amendment would guarantee the right to live. The states would legislate and enforce laws as they do now in protecting other citizens right to live. While abortion is unquestionably the killing of a human being, it is doubtful whether abortion would be considered first degree murder. The failure to consider abortion a first degree murder does not mean that an unborn baby is less than a human being.
