WASHINGTON U.S. Senator Jesse Helms today introduced a resolution in the Senate requiring the Department of Health, Education and Welfare to rewrite proposed regulations to be used in implementing Title IX of the Education Amendments of 1972. While American intelligence officials have not yet determined the Kremlin's exact timetable for such an attack on Communist China, the general belief is that it will come sometime between September, 1975 and October, 1976 depending upon events in other areas of the world. The possibility of a Soviet military move in Asia within the next 12 months was also indicated by information gathered by this writer during his recent trip to Portugal. It was learned that all of Russias textile industry is now producing military uniforms usually a sign that a country is preparing for war. Soviet military forces are now the largest in the world. WORLD-WID- E EXERCISE The world -- wide naval exercise conducted by the Kremlin earlier this year is another indicator that the Russians are preparing their vast naval and air fleets for possible future use. These forces were deployed on the largest scale ever attempted by Russia and were positioned to protect the countrys new oceangoing link between their Black Sea ports and Vladivostok. The takeover of South Vietnam and Cambodia by Communist forces makes available to the Russians the U.S. built naval bases in . BEWARE OF both of these strategically located Southeast Asian countries. American naval officers say privately that these bases will soon give the Russians control of the oceans around the southern rim of Asia from North Vietnam to the Indian Ocean. MEANING TO U.S.-- The Soviet impact of any large-scal- e nuclear attack on the northern section of the China mainland could bring serious problems to the U.S. Government nuclear scientists stress that fallout from any large numbers of atomic or triggered over the mainland would be carried by the jet streams over the Northern half of the U.S. This deadly nuclear fallout would force the evacuation of such large U.S. cities as Seattle, Portland, Sait Lake City, Chicago, Paul, Cleveland, Minneapolis-S- t New York, and BosPhiladelphia, ton thus seriously disrupting the U.S. economy. Such a disruption of U.S. manpower would force the President to declare a national emergency. This would lead to the imposition of martial law in a large area of the country thus giving vast war-tim- e the President powers. The Russians, in effect, by attacking Communist China could disrupt the U.S. economy and' political process without ever having to drop an atomic bomb on the country. This is a threat to the American way of life that none of our top officials will discuss publicly although the danger has been seriously considered within the National Security Council, the government's highest policy planning body. THE BIG DITCH LINK- The reopening of the Big Ditch, as the Suez Canal is referred to at the highest levels of the Ford Administration, has again touched off a new debate inside the White House on what should U.S. policy be in case Russia attacks Communist China. Since the lives and way of life of all Americans are at stake, not the Ford Ad- ministration speak out frankly about this threat to U.S. security and whether the government has a policy to stop such a Soviet attack. If we still have a government of the people, for the people, and by the people, the "triangular war question involving Russia, Communist China, and the U.S. should be fully aired and a policy adopted which protects the interests of the American people. If these regulations are allowed to stand, Helms said, "a school will be legally required by the Federal Government to allow unwed, pregnant teachers to continue to mold the minds of young people. 1 do not believe this is what the vast majority of American parents want for their childrens educational experience." And there are the compertinent Congressional mittees to review these plans and rule on their legislative implementation. Then. too. there is the White House and its cabinet officers and huge staffs to coordinate plans of various government elements. So why not work with what weve got?
