Where could I get the money to bring this enterprise to a production stage? In Utah? I tried. Not succeeding, I went to the citizens of a neighboring state, Colorado, and got the funds I needed. At that time, anyone could buy Utah Copper stock in as large blocks as they desired. If they did not, if Utah Copper is a foreign owned corporation, then no one can be blamed but Utahns. "Are we to penalize a man for his vision, his foresight in investment by levying oppressive taxes? Are we to tax an industry merely because it is prosperous and looks as if it could stand more taxation? If Utah Copper is to be encouraged to an expansion of activity, if the property is to be developed to a vastly larger scale than is within the conception of those most familiar with it, this question of taxation must be settled equitably, for Utah Copper as well as every other mine, for whom I speak. Utah Copper, like every other mine in the state, is ready to pay its just proportion of taxes, but there is a point beyond which it is dangerous to go. If Utah Copper in forced to take out all the fat with the lean; if we are forced to mine our higher grade ores and leave the lower grade, the life of the enterprise will be greatly reduced. But if Utah is fair in the adjustment of its tax problems, Utah Copper can continue to mine on a broad economic scale that will vastly increase its scope, prolong its life and in the end augment the total of taxes paid to the state. In approaching this angle of civic life in Utah, it would be well to keep in mind the old adage, Do not kill the goose that lays the golden eggs. and 4-- -- er. low-cos- t, a 4-- 0 Another side of the taxation question was presented by Colonel D. C. Jackling on the occasion of his visit to Salt Lake this week. A good many people ask what is in store for Utah That depends partly upon the trend of Copper," he said. and a great deal upon the attitude of the state copper prices toward taxation. Utah has been wonderfully endowed by nature with vast mineral resources. Utah has been fortunate in having itg resources developed when the state needed the influx of new capital and the growing assessed valuation of proprty for purposes of revenue. Agriculture is an important industry in Utah, but with only 3 per cent of the total acreage of the state arable, mining is and must always be Utah's chief industry. By reason of fts location, its distance from markets, and a sparse population, which cannot consume any great volume of manufactured products, Utah can never be a tremendously great manufacturing state. In the light of these facts, the course of progress should lead Utah to support the industry that has contributed most generously to it upbuilding, that supplies the railroads with 85 per cent of their traffic, and creates each year around $85,000,000 in new wealth from metals alone. The tendency, however, in certain quarters seems to try to fasten on the industry increasingly great burdens of taxation and encumber it with more taxation than it can bear. We hear a lot of foreign controlled corporations, and absentee ownership. It might be well for the people who benefit from the mining industry to beware of loose terms and go back into the history of the Utah Copper project. When I first came to Bingham, the present Utah Copper mine was a barren pile of rock. It produced no metal. It employed no men, and it paid no taxes. Today it is producing more copper than any other single copper mine in the world and is employing thousands of men and they in turn furnish a basis of support for thousands more.
