If the rights of Governor La Follette are sustained all well and good. If they are not sustained the La Follette ticket will go before the people Just the same, and the fight will go on to a finish. IVe Time no apprehension as to the result Conner's statement shows the tem- per of the La Follette people. They want no compromise. They Intend to fight to the end, and they are confident they will win. The Spooner faction is In the same mind at this time. There NKW YORK, July 27. A cable to the Journal from London says: Pro fessor E. J. Kibblewhlte, who bears In his external appearance every Indication of having solved at least part of the problem which vexed Ponce de Leon, has evolved a theory that glacial acetic acid may be regarded as a specific against old age. In discussing his theory he says: It has been noticed that animals remarkable for their longevity have a faculty of renewing at Intervals their shell or skin or other portions of their frame In which the waste of the body becomes accumulated. After a certain age the human body apparently falls In Its' function of removing the dead waste organic matter taken Into the body. These substances accumulate In such quantities that they cannot be disposed of, and all ordinary attempts to remove them fall. Sixteen years ago, after a good deal of previous Inquiry, I took up the use of glacial acetic acid as a means of dissolving the dead waste out of the skin. I found It acted magically. I used three parts of acid to one of water, and applied the preparation after a hot bath before retiring at night. I rubbed my body vigorously with acid for ten minutes and then got Into bed damp. I found In my case and in that of others that this treatment cured gout and banished all aches and pains of fatigue. POISON NOT CONTRABAND THE 8AY8 AUTHORITY ON INTERNATIONAL LAW. NEW YORK. July 27. J. B. Moore, professor of International law of Columbia university and formerly assistant secretary of state, In discussing the question of the seizures of vessels and cargoes by Russian war ships maintained that the right of search was well recognised by all nations, but held the United States ought never to admit the contention that provisions or raw cotton are contraband of war. He declined to pronounce an opinion as to the status of the Russian volunteer cruisers that have sailed through the Dardanelles. The mere fact that goods art bound for the port of a belligerent," he said, does not make them contraband, and foodstuffs unless destined for the use of the government, are not contraband. It must be proved that they are for the use of the army or navy. That Is our position, and always has been our position. Of course, it is very true that anything on the way to a country may be used In war. But that argument Is not sufficient to make it contraband. Think of the position this country would be In with Its great agricultural territory, if our products were made contraband besome cause, forsooth, provisions might find their way to the army of a belligerent. 1904. PHILADELPHIA, Warren Food Commissioner and Dairy of Pennsylvania has discovered a new drug put Into milk to preserve It and has caused great Illness which throughout the city and state. It Is a coal tar product, and, while In Itself harmless, in milk it soon creates poison. Many babies have died recently and whole families have been stricken with a strange illness, one feature of which Is dysentery. In most cases the cause was traced to the milk used by them, but for months experts of the commission failed to discover any adulteration. Professor Cochran, chief chemist for the dairy and food commissioner, made the discovery of the new preservative in the course of an exhaustive analysis of one of the milk samples. He found that the milk withstood the heat test without souring and it was equally impervious to time. The drug Is a recognised antiseptic, being used at times for summer complaints of the stomach, but when it meets the acid of the milk it soon becomes ' decomposed and turns into slow poison. As the use of the new preservative became prevalent, the death rate among babies Increased accordingly, it Is declared. Doctors were puzzled by the new disease, somewhat resembling ptomaine poisoning. that was carrying off Infants. beta-naphth- ol, was a story a day or two ago that Senator Spooner had put out suggestions to the La Follette faction that It might be good politics to compromise.
