In mes-Manticipation o f the receipt of the members Roosevelt, of President of the Senate assembled early today in the Senate chamber and in the cloak rooms adjoining. Many of the Senators, particularly die close personal and poge litical friends of the President, were already familiar with the principal features of the message, but the reading of the paper was marked with unusual interest In the House, which is not so sedate as the upper branch of Congress, the scene for an hour or two before the fiiamhgr convened resembled somewhat an exciting day on the stock exchange in New York. Pages were scurrying about trying to find members for constituents. The laughing crowd of Representatives were admiring their new desks and the other Improvements that have been completed' since the adjournCongress. ment of the Pushing about the floor were crowds of visitors, many of them women, all anxious to obtain tickets which would entitle them to seats to witness the opening proceedings. The old habitues of the chamber were kept busy pointing out the new members who made their appearance on the floor for the first time. The older, members had a most patronising manner in speaking of the infants," ss they named the members serving their first term. The opening proceedings in both chambers departed little from the usual routine. Following prayer by the chaplains, the roll was called and the new members sworn in. In the House the nomination of candidates for the attracted attention and Speakership the respective choices were given ova tions. Uncle Joe Cannon, the new Speaker, found his desk almost hidden beneath a wealth of flowers. John S. Williams c Mississippi, the leader of the minority in the lower House, is an able parliamentarian and has served his State for many years in Congress. He gained fame as brilliant debater under the Reed and Henderson regimes. There was a pleasant echo of the triumph achieved by organised labor on Labor Day last September when the committee which had in charge the general arrangement for the celebration met in the Labor Union hall on Twenty-fourt- h street yesterday afternoon, and signalized the occasion by presenting C. O. Glanville, secretary and treasurer to the committee, with beautiful silver service for himself and Mrs. Glanville, a chaste gold neck lace for his baby daughter, Frona.with her name Inscribed on the chartn, and fountain pen for his son, Blaine, and to Mr. Glanville, personally, was presented a handsome gold ring with the initial G embossed thereon. The salver of the service bore the following inscription: "Presented to Mr. and Mrs. C. O.
