Owing to a blunder of the Peoples party, the Liberals claim as above to have elected as well four Justices of the peace and two councilors at large. So there is a big contest on hand because of Booths candidacy and because tbe ring managers ot the Peoples party were rot sharp enough to observe the law and vote properly for Justices of the Peace etc. Now all of these expensive complications probably involving defeat on some or all points would Lave been avoide'd if the suggestions of the Gazette had been heeded, ring rule abolished, and lion. W. II. King nominated for mayor. Instead of fighting an aggressive and in many a brilliant campagn, respects the every Liberals, we have would never reason to believe, have put a ticket in the field if Booth and Tanner and a few others had not been hoisted on the Peoples ticket. King for Mayor as the majority' no doubt would have done, they would not be in the humiliating condition in which they now find themselves after election, although the ring ticket was sustained simply because it was the Peoples party ticket nominally. By reference to the table of majorities below it will be seen that J. E. Booth secured 415 votes against Sutherlands 230. C. E. Ilendricksen who represented the united force of the Peoples party received 472 votes or 57 more than Booth received showing that Mr. Booths candidacy cost the Peoples party a heavy per cent of its available strength. On the other side, Mr. Sutherland ran ahead of his ticket about forty votes. Probably the Liberal strength was represented fairly by the vote for Mr. Richard Brereton which was 180, a gain of fully two hundred per cent in six months for the Liberal party in Provo. This is a great blow to the Peoples party of Provo and the ring leaders which The Gazette so earnestly opposed, are responsible for .it too. Biit this is not the worst. New that such havoc has been made by the management of the ring who ran the People's party this campaign, the ring organ comes out and promises that Booth and his colleagues elected to municipal office will do all in the way of progress and improvement that the Liberals have eyer demanded. At least that is the substance of its intimation. But the Peoples party calamity under ring rule does not stop here. The Liberals now claim that Mr. Booth is ineligible to office by reason of pogamy which he used to practice and of the legal embarrassment of which he has, as they claim, never fully purged himself. Those cities having twenty thousand or more inhabitants shall be known as cities of the first-clas- s. All cities having more than five thousand and less than twenty thousand inhabitants shall be known as cities of the second class, and all other cities shall be known as cities of tbe third class. 2 1723. The municipal authorities of any city in this Territory are herecommisioners by authorized to to take tbe censusappoint of such city before any municipal election; and if from the returns of said commisioners it shall be shown that any city belongs to second or first class, it shall be the duty of the Mayor to certify under the seal of the city to the governor of the Territory, the number of inhabitants of such citv, and tbe governor shall make proclamation that said city belongs to the first or second class, under the classification of cities as herein provided. 2 1724. S. 15. When any city of the second or third class shall have attained the population of twenty thousand or more, or five thousand or more, respectively, and such facts Bhall have been duly ascertained and certified to tbe governor by the mayor of either of said cities, attested by the seal thereof, he shall declare, by public proclamation, such city to be of the first or second class, as the case may be, and such city so changed shall conform to the provision of tills act. 2 1725. S. 16. All incorporated cities of the first and second class shall be divided into five municipal wards, the boundaries shall be prescribed by ordinance, prior to the next municipal election: Provided , That said wards shall be as near as may be of equal population, and as near as may be in compact form. 2 1726. S. 17. Tbe municipal government of all incorporated cities of the first class is hereby vested in a city council, to be composed of a mayor, who shall be a qualified elector in his city, and fifteen councilmen, three from each ward, who shall be qualified electors of their respective wards. 2 1727. The mayor shall be chosen by the qualified voters of their respective cities, and the councilmen shall be chosen by the qualified voters of their respective wards; they sliall hold their office for two years and until their successors are elected and qualified. 2 1728. S. 18. The government of each municipal corporation of the second class is hereby vested in a city council, to be composed of a rr.ayof, and ten councilmen, two from each ward, all of whom shall be qualified electors in tlieir respective wards. The mayor shall be ciiosen by the qualified voters of their respective cities, and the councilmen shall be ciiosen by the qualified voters of their respective wards, and shall hold their offices for two years and until their successors are elected and qualified. 2 1729. S. 19. The municipal government of cities of the third class shall be vested in a council, to consist of a mayor and seven councilmen, who shall be qualified electors of Baid city, and they sliall be chosen, by the qualified voters of said city, and shall hold their office for. two years and until their successors are elected and qualified. Under this law if it be determined that Provo is a city of the third class, the Aldermen are knocked out and the Liberals elect two Justices, of the Peace. But If it be decided that Provo is a city of the second class then the Liberals have elected four Justices of the Peace and two Alderman at large. In either case it looks as if Bishop Tanner, T. E. Although the late campaign in Provo opened only a week before election day, it developed astonishing enthusiasm and activity. The ratification meeting of the Liberal party held in the Opera House last week drew an immense throng. Every available foot of standing room was occupied and numbers could not gain admission at all. U. S. Attorney Evans, Geo. Sutherland, Ephriam, Horner, Judge Saxey. A. A. Noon, Cashier Thompson, Propeller Davis, Attorney Whitecotton and others made speeches which were warmly applauded. Mr. Whitecotton particularly entranced the audience. The Peoples party ratidcatien meeting drew an enormous throng also, which manifested unbounded enthusiasm. J. E. Booth was the principal speaker. The brilliant local orators of the Peoples party were however conspicuous by their absence. Neither Mr. Thurman nor Mr. King were brought to the front. The Liberal parade Saturday night reinforced by the drilled and uniformed bands and clubs from Salt Lake made tlie grandest pageant ever witnessed in Provo, and the people turn out ex masse to admire and applaud; bonfires were lighted in the principal streets; hundreds came from neighboring towns and the night made lurid with torches and shouts. But during the entire evening the utmost good feeling seemed to prevail between liberals and members of the Peoples party who mingled freely and shouted lustily for (heir respective candidates. Hurrah for Booth, and "Hurrah for Sutherland could be heard in every quarter coming from individuals often standing side by side but no disturbance occurred and good natured toleration uniformly y h-!- !
