Sorensen That the Superintendent proceed with his alternative salary schedule recommendations and continue negotiations with the Nebo Teachers Association inattempting to arriveat a settlement on salaries for the 1969-7- 0 school year. They also moved to adopt the current district policies and with the recommendation that a study be made of the master agreement and work toward mutual adoption of some master agreement in the future. Voting unanimous. Agenda Item No. 2A: Superintendent Reidhead explained in detail the Teachers Association request regarding the assistant principals in the high school level along with the allowances for the drama and forensic teachers and the increase allowance for coaches. ur Motion: Glenn W. Coffman, Seconded Lynn Crook That the assistant principals at the three high schools be allowed an increase to $400.00 per year as was submitted in their May 23, 1969 letter and that the increases to the drama and forensic teachers and the increased allowances to the coache-- - be held for further discussion at a later meeting. Voting unanimous. Agenda Item No. 2B: Superintendent Reidhead discussed with the Board some developments that had come about through their reorganization and in his attempt to meet the Boards directive in holding or cutting back on the administrative staff for Nebo School District. He pointed out that there had been three positions completely eliminated and that in the case of Mr. Robert Evans, the half time teacher and half time Music Supervisor for Nebo School District, it had been requested that he hold to the present position that he held last eombi-natio- a year in this supervisory-teachin- g Mr. Evans indicated that he felt that this was unfair, that he had been given the idea that he was to be made a full time Music Supervisor this coming year and that this promise had been delayed for three prior years and that he was not willing to hold on this another year. It was Mr. Evans request that if he could not be given a full time supervisory position in the District that he would rather go back into full time teaching in the area of history. Superintendent Reidhead pointed out that this was agreeable tohimifsuch a position could be made available without having to move out some other teacher to make this position available for Mr. Evans. After a period of time of reassigning and readjusting of personnel, a position at the Payson Middle School was offered to Mr. Evans wherein he would teach history one half day and general music the other half day. Mr. Evans reported that his was unacceptable, that he did not want to teach any music classes at all. At this point the Superintendent informed Mr. Evans that the decision would have to be his, that he had his choice between remaining in his present r, or to position as a accept this position at the Payson Middle School as a half time history teacher and teaching-superviso- a half time general music teacher. Agenda Item No. 3: Superintendent Reidhead discussed with the Board the possibility of using some of the carpet being stored in the basement of the Spanish Fork High School to meet their needs for carpeting of the Grant School in Springville. This carpet being stored at the Spanish Fork High School was purchased with the intent of using it to replace worn areas and keep the carpeting of the Payson and the Springville High Schools in good repair. It was pointed out by board member Sorensen that a request had been made on prior occasions wherein some of this carpet be used at the Spanish Fork library if at any time they felt it could be released for this purpose. It was the feeling of the Board this possibility be explored as to whether there was sufficient quantity there to complete the Spanish Fork High School library or whether it should be released for use as requested for the Grant School. Either way it was decided that rattier than to store this carpet and take chances of it deteriorating, that it should be used at this time. 'President Whiting asked Dr. Sorensen and Superintendent Reidhead to investigate the best possible use of this carpet between these two recommended locations, and to use the carpet at this time rather than to continue to store it for future use. Agenda Item No. 4: Superintendent Reidhead brought to the attention of the Board his findings with regards to Mr. John Sparks request to purchase the parking lot property near the Springville Middle School in Springville. It was pointed out that Mr. Sparks intent was to use this property to construct an apartment house. Motion: Glenn W. Coffman, Seconded Dr. William Sorensen That the request of Mr. Sparks be denied at this time and that be authorized to adthe this vertise property again for sale with Clerk-Treasur- er the stipulation in the bid that they indicate the purpose that the land is to be used lor. Voting unanimous. The Board adjourned the meeting at 10:15 on a motion by Glenn W.- Coffman. The Board of Education, Nebo School District, met in special session in the District Office, Spanish Fork, Utah, on Thursday, July 10, 1969, at 5:00 p.m. President Ray S. Whiting was in charge of the meeting. Roll call showed all mem- bers present. Superintendent, Joe A. Reidhead, was also present. Invocation: Dr. William H. Sorensen. President Whiting informed the Board that a special meeting was necessary to open bids and act upon proposed Tax Bonds for the purpose of Anticipation operating the schools until such time that the taxes and other revenue for the school are collected and received. year 1969-7- 0 The low bid was as follows: name of bidder, The Bank of Spanish Fork Branch of Zions First National Bank, Spanish Fork Office; rate, 5.00. RESOLUTION WHEREAS, a report has been made by the Clerk of this Board that it is necessary to raise the sum of Seven Hundred Fifty Thousand and No100 ($750,000.00) Dollars for the maintenance of the public schools of the Nebo School District during the school year 1969-7- 0 (and for the purpose of purchasing school sites and erecting school buildings), until the taxes and other revenues for such current year are collected; and WHEREAS, it appears that such sum can be raised without incurring any in- debtedness or liability in excess of the taxes and revenues for that current year or evceeding any limit of debt imposed by the Constitution and Statutes of the State of Utah; and WHEREAS, the Bank of Spanish Fork Branch of Zions First National Bank, Spanish Fork Office, has offered to purchase not more than Seven Hundred Fifty Thousand and No100 ($750,000.00) Dollars of the Tax Anticipation Bonds of the Board of Education of the Nebo School District, State of Utah, Series of July 1, 1969, to be issued for the above purpose at par and accrued interest less Five Hundred and No100 ($500.00) Dollars. Said bonds to bear interest at the rate of Five (5.00) per centum per annum, from date of said bonds, payable at maturity. That the assessed valuation of taxable property in said Nebo School District for the year of 1968-6- 9 as fully equalized was $39,031,633, and that the assessed valuation for the year 1969-7- 0 will be not less than $40,506,867. 2. That the tax levy for school purposes for the year 1968-6- 9 was 46.95 mills on the dollar of which 28.95 mills was for the maintenance of schools, 4.42 mills was for the purpose of purchasing school sites and erecting school buildings; and 13.58 mills was for the purpose of bond interest and sinking fund and that the revenue received from the State of Utah was $3,302,342, and that the total revenue from all sources for the year 1968-6- 9 was For the school year 1969-7- 0, $6,104,795. the tax levy for the maintenance of schools is 28.95 mills, estimated to produce the sum of $1,111,508, the tax levy for the purpose of purchasing school sites and erecting school buildings is 18.0 mills, estimated to produce the sum of $714, 540, and that the estimated revenue from all It is hereby covenanted, certified, recited and declared that this bond is given for money borrowed to meet the expenses of the maintenance of schools, purchasing school sites and erecting school buildings during this current school year until the payment of the taxes for the current school year; that a direct tax sufficient to pay the principal and interest of this bond as the same shall fall due has been or will be legally levied on all the taxable property within the district and that a sufficient fund has been appropriated for the payment of the principal and interest of this bond as the same shall fall due.
