Show Millard Assessor explains assessment inequities Editors note: This is a sequel lo last week's Utah Foundation property tax xariation report published here It is an attempt to present some information about the complex system of property tax assessment which few comprehend Responses to this issue are welcome if they are in written form A Utah Foundation study stating the average variation of property assessments in Millard County was 321 in 1984 is misleading and doesn’t give a true picture of the situation according to Millard County Assessor Jim Talbot Talbot responded to last week’s Utah f oundation report which was published in the Millard County Chronicle Progress He explained the Utah Foundation analysis was based on five voluntarily reported commercial sales one of which was considerably higher than average maiket value “The average variation was calculated on the difference between the highest and lowest sale Since one sale was way over the average it made the overall average very high and not necessarily a reflection of the true average variation” he said While residential property tax variations are in the “acceptable” category at 18 percent Utah Foundation claims that assessment experts would put Millard and several other Utah Counties in the “inequitable assessments" category They argued that this reflects the growing problems of the state’s factoring program which replaced its reappraisal program in 1981 Talbot said another problem with judging Millard County assessment variations is that the state reappraisal was done in at the peak of the MXIPP land speculation “W'e are finding now that many of the high prices paid back then for land have not been returned to investors because the boom in Delta was never as spectacular as predicted Maybe next year as the prices on these speculative properties will return to normal and a sales ratio fewer inequities" will show study Talbot said Patsy Iverson honored for 30 years with Forest two years Pat worked three days per week for the ASCS and two days per week for the Forest Service She was'the first clerk to be appointed under a secretary appointfor the Forest ment as a Service Pat now serves as the Business Management Assistant for the Fillmore District During her tenure with the Forest Service Pat has worked with six District Rangers and seven Forest Supervisors She has always
