its international conference on population and development in once-a-deca- r 3 na's program The Vatican which supported the Reagan administration's position in Mexico City already has weighed in with a new statement reiterating that support A paper delivered to a UN- sponsored preparatory meeting in Geneva repeats Vatican policies opposing any means of artificial birth control and "all forms of will be central considerations And in particular the question of the role of women and their rights in various cultures will be a chief concern for the first time in population discussions The United Nations Fund for Population Activities and the NGO (nongovernmental organization) Planning Committee the two major players in organizing the conference have indicated that religious and ethical issues are key areas of exploration for the conference The gathering which will draw thousands of participants and observers historically has helped establish international policies in connection with economic development and population especialworld ly in the At the last conference in Mexico City in 1984 the Reagan administration used the sessions to Mexico implement its City policy declaring abortion was not a legitimate means of family planning and announcing its cutting off of funds to the UNFPA because of its aid to Chi abortion" But critics of the Vatican population policies say they centuries abortion during the period of "delayed ensoulment" — the first 90 had been days after conception an accepted part of Catholic doctrine He said the Catholic tradition "has been misrepresented" and contemporary Catholic theology on abortion and contraception "was written almost exclusively by men It is time now for the women to speak" The Rev James a Lutheran told the UN preparatory meeting that a commitment "to universal and voluntary family planning must serve as the cornerstone of any population policy" "Moreover because women disproportionately bear the costs and Tim has had such a long wait to get hired but we're really glad we got him Tim's a good preacher and a good guy to talk to" In 1981 after much prayer Stevenson decided to attempt entry into the United
