The squatters were kicked out of Ciskei, an impoverished tribal homeland that critics of this white-rule- d nations racial policies say had been intended as a dumping ground for blacks. Usually it is the government that evicts black squatters, moving them away from the the fringes of white areas. Now Ciskei, a creation of apartheid that has been nominally independent since Dec. 4, 1981, is trucking squatters from a miserable beach encampment on its territory and dumping them across the border into South Africa proper. Witnesses said South African officials were providing food and water, and a limited number of tents. Bullet Hits Jet, Pierces Passengers Skull - GUATEMALA CITY (UPI) A bullet tore through the fuselage of a Salvadoran jetliner waiting to take off in Guatemala for Los Angeles, piercing a passengers skull, authorities said Thursday. Guatemalan authorities said they had no idea whether the bullet that hit the jet carrying a former Guatemalan vice president Wednesday night was fired intentionally. Flight 510 of TACA, headed to Los Angeles, was preparing to take off from the runway Wednesday night when a bullet was fired through the fuselage, said Ricardo Lopez, a spokesman for the airline Central American Air Transports, known as TACA. One passenger, Jorge Handal, of El Salvador, was injured in the incident. Handal is a brother of the airlines vice president, William Handal, the spokesman said. NATO Details Troop - Reduction Checks - VIENNA (UPI) NATO Thursday presented a detailed outline for verification of U.S. and Soviet troop reductions in Central Europe if an initial agreement can be reached in the talks. Verification measures would include at least 30 inspections annually by each side. There now exists a concrete opportunity which must not be missed to commence intensive negotiations on a commonly agreed basis, van de Mortel told a news conference as the talks reopened after the holiday break. Police spokesman Rafi Levy said the shooting appeared to be criminal perhaps after the morning shooting, police detained one suspect in his home in the Arab village of Silwan, Levy said. Syrian-backe- d BEIRUT, Lebanon (AP) militias trying to oust President Amin Gemayel fired artillery at his palace Thursday, but aides said he went on working in his office, apparently unruffled by shells exploding only 100 yards away. Police said shells and rockets bracketed the Christian presidents two-stor- y palace in suburban Baabda, 5 miles east of Beirut, during an artillery duel between gunners of the Druse Moslem militia and army units loyal to Gemayel. They said none of the rounds hit the hilltop palace, which was a frequent target of Moslem artillery in civil war fighting last year. No casualties were reported. Presidential aides said Gemayel, 44, dealt with his work as usual and did not .leave his office. Syrias Moslem and Christian allies want to drive Gemayel from power d because he wrecked a peace agreement by defeating the Christian militia leader who battle two signed it in a day-lon- g weeks ago. There had been hopes that the plan would end the civil war that has cost more than 100,000 lives.
