Show Duffy He Says Ambitions Overshadow Good Service By Bruce Hammond - ANVbJAV?? WASHINGTON (AP) Accusing the seven regional Bell Telephone companies of conglomerate ambitions and lack of interest in providing good, cheap local phone service, the judge who presided over the breakup of the Bell System restricted on Monday the companies ability to expand rapidly. He told them they still must come to him for permission every time they want to enter into almost any business other than offering local telephone service. Pacific Telesis, Ameritech and US West, three of the seven companies created by the breakup, sought authority to offer certain telephone services without having to ask for specific waivers. All three companies expressed disappointment with the decision by U.S. District Court Judge Harold H. Greene. What we had sought is already being offered by our competitors, said Bill Henley, spokesman for Chicago-base- d Ameritech. US West spokesman Jim Smiley blasted the decision, saying it appears to be unlawful. To settle a antitrust suit, American Telephone & Telegraph Co. and the Justice Department entered into a consent decree that divided the corporation into separate pieces and set limits on what services each piece could offer. The Journal doesnt often accompany its stories with photographs, snapped in preferring tables and charts to graphically depict the information in the text. It also regularly runs small sketches of people in the news. Larry Armour, director of corporate relations for the Journal's publisher, Dow Jones & Co., said the newspapers policy has been to run photographs "when it wasnt just decorative but informative. The photograph on the front page Monday was the work of 0. Winston Link, who took pictures of steam trains from 1955 to 1960. The Journal feature dealt with the recent artistic acclaim and financial success the 71- - 5 artist is receiving for his nostalgic photographs, which were taken at night. year-ol- d The Link photograph carried on the front page, called The Popes and the Last Steam Passenger Train, an embracing couple with their backs toward the camera, facing a train in the distance. The Journal ran two other examples of Link's work in the inside pages next to the continuation of the article. The Journal carried photographs fairly frequently in its earlier days, Armour said. showed But, a paper shortage during World War II forced the Journal to cut back. Advertising which routinely couples photography with text competes with news lor space in the paper and helps make news pictures a luxury. Journal editors said the paper has periodically carried photographs in recent years, but mainly on the inside pages. For instance, the paper ran photographs by Ansel Adams to accompany an article about the photographer in 1978. The Journal also carried a picture of the bridge at Chappaquid-dick- , Mass., after Sen. Edward Kennedy was involved in an auto accident there in 1969. Photographs are uncommon on the Journal's front page but not unheard of, said Jerry Litofsky, the Journal's design director. long-runnin- g picture of Barney Kilgore appeared there on Nov. 16, 1967, accompanying his obituary.
