Since Its establishment, the dumber of justices on the Supreme Court has varied from five to 10. The siee of the court, not specified by the Constitution, is determined by Congress. ; Until 1981, all justices of the Supreme Court in its history had been men. This changed when President Reagan nominated Sandra Day OConnor as the first woman Supreme Court justice on July 7, 1981. She was sworn in Sept. 25. The court, which is in session from October to May or June, reaches decisions by majority vote, but any justice may write and issue a dissenting opinion. Enforcement of court decisions is the responsibility of the executive branch. 191-ye- HOW MANY SUPREME COURT CHIEF JUSTICES HAVE WE HAD? East took the ace and continued with a heart. Declarer rode that round to the king, led a low diamond and inserted the eight. Had West been able to win the trick, declarer would have had the last two diamond tricks. When the eight held, declarer had only to cash the queen for his contract. Observe that had East played the nine of diamonds, declarer could promote a second diamond trick by winning and conceding a trick to the jack. Had the king of diamonds won the second trick, declarer would have continued with a low diamond. If East shows out, declarer rises with the queen and, although that loses to the ace, declarer sets up a second trick in the suit by leading a diamond up to the ten when next he gains the lead. the right direction at the bridge table. When you know how many tricks you require, it is easier to find the winning line. North.South reached three no trump in a straightforward auction. North used the Stayman Convention to check on a possible spade fit, then used arithmetic to tell him that there were ample points for game but not enough for slam in the combined holding. West led a heart, and declarer could count seven fast tricks. The obvious place to look for the two tricks he needed for game was in the diamond suit. If diamonds were declarer could come to two tricks by force regardless of how he played. A quick perusal of the spot cards in the suit revealed that declarer could make two tricks even against a split. 3-- Opening lead: Nine of 7. Libyan leader Col. Moammar Khadafy has said 100 times that we are not against diplomatic relationships with the Americans, said Hasan Tiriki, president of the Utah Libyan Student Association and a senior in political science at Weber State. Whenever anything happens in the world, they say we are in it. They talk about it everywhere. Are we the only people in the whole damn world that they should put us under the microscope and look at us all the time? Why are we hassled? he asked. "Are we the sacrificial lamb that everybody has to sacrifice whenever anything happens? Are we the dirty laundry?" he questioned. Mr. Tiriki, who is in the United States on his own to "learn from what you have to offer," noted that Americans are humble people. They are very open, very casual, very understanding." But, he said of Israel, if you lift your hand one minute from Israel, that country would destroy itself." Terrorism, he said, is in the eye of the beholder. "What is the difference between the U.S. invading Grenada and Arabs protecting their own interesLs. We ad- pro-Isra- - mit, and every Arab country admits, that we are helping our blood brothers, the Palestinians to get their land back. He contends that there is a Jewish lobby and is one of the strongest in the United States and that the media is more or less controlled by that lobby. Youll find that the Jewish point of view is always stronger than the Arab point of view, he said. He alleged that feelings permeate almost all of this country and expressed annoyance that President Reagan "checks foreign affair questions through the Israelis before making a decision. Mr. Tiriki cited as an alleged example Reagan's recent visit to a Nazi cemetery in West Germany, in which case, he said, the president even takes orders from Israel. Is he Reagan the president of the United States or is he the president-assistaof the Israeli prime minister? Is Reagan the president of the most powerful country in the world or is Israeli Prime Minister Shimon Peres the president of the United States?" Mr. Tiriki asked. Most of the problems between Libya and the United States are based in the historical conflict between the Arabs and Israel, he said. I think Israel is an illegitimate monster that has been created and the United States cannot forget that they have a son somewhere in the Middle Kast. anti-Arabi- pro-Isra- nt i''i strategic place for America, he said. Mr. Tiriki said the Arabs feel Palestine is theirs and the Jews have no right to take over that country on the basis of religion. I have nothing against Jews. One of my best friends here is a Jew, but I am definitely Judaism is a religion, not a country, he said. Zionism, he contended, would abolish the identity of the Arabs by taking them out of their lands. We are not going to let our blood brothers in Palestine be shattered, Mr. Tiriki said. Give them their land back or we will fight. "We know and you know that Israel will never admit to peace. Any naive person will believe this. I clont believe that Israel wants that peace process to go forward. They are fighting to get the whole land, he said. At one time, he said, the world came to Arabs for knowledge. Now, they come to the United States. "We study on our own, we use all our own money and were trying to show the good face of the Arabs. You have the knowledge, and so we come here to get it," Mr. Tiriki said. I believe I speak for all the Libyan people. We want to have a nice relation with the United States. We want to take the time to build our country and try to catch up with the rest of the world.
